Minister Frulla Makes Appointment to the Public Service Staffing Tribunal

OTTAWA, August 29, 2005 -- Minister of Canadian Heritage and Minister Responsible for Status of Women Liza Frulla today announced the proposed appointment of Sonia Gaal of Orleans, Ontario, as Vice-Chair and full-time member of the Public Service Staffing Tribunal.

"Ms. Gaal's experience in industrial relations, arbitration, and staffing will contribute to the efficient operation of the Staffing Tribunal," said Minister Frulla.

Ms. Gaal has been a member of the Canadian Industrial Relations Board since 1999 and served with the Alberta Labour Relations Board from 1998 to 1999. From 1989 to 1999, she was an arbitration counsellor for the Government of Alberta. She served as recruitment counsellor for the Government of Alberta from 1995 to 1996. Ms. Gaal worked also as an industrial relations officer with the City of Edmonton from 1985 to 1988.

A lawyer by profession, Ms. Gaal is a member of the Barreau du Québec and the Law Society of Alberta. She has been active on school boards in Ontario and Alberta and has served as President of a parents' committee. She was a board member of the Librairie Le Carrefour in Edmonton from 1985 to 1991 and has been a member of the Association canadienne-française de l'Alberta since 1985.

The creation of the Public Service Staffing Tribunal falls within the scope of the Public Service Modernization Act. The Tribunal hears complaints of alleged abuse of authority in internal appointment processes and has the power to order that appointments be revoked or corrective action be taken in accordance with the Public Service Employment Act.
