Minister Copps announces Canada's Commissioner General to Expo 2005

OTTAWA, August 20, 2003 -- Minister of Canadian Heritage Sheila Copps today announced on behalf of the Government of Canada the appointment of Mr. Norman Moyer, as Commissioner General for Canada at The 2005 World exposition, Aichi, Japan. Until the work of Commissioner General requires his full time, Mr. Moyer will continue his current responsibilities as Assistant Deputy Minister, Public Affairs and Communications at the Department of Canadian Heritage.

"Mr. Moyer's experience in both the private and public sectors has provided him with a unique understanding of Canada and Canadians which will serve him well in promoting Canada's continued success at international expositions," said Minister Copps. " His demonstrated capacity to develop consensus amongst stakeholders from various communities of interest will contribute to Canada's success at Expo 2005 in Aichi, Japan," added the Minister.

The Department of Canadian Heritage is committed to providing Canadians with the opportunity to become engaged in their country's participation in international expositions. Japan is an important trans-Pacific partner for Canada. Canada's participation at The 2005 World exposition, Aichi, Japan will become a two-way dialogue with people from Canada and the peoples of Japan and Asia.

The concept for Expo 2005 is "Grand Intercultural Symphony" and the theme is "Nature's Wisdom". Canada has chosen as its theme "Wisdom of Diversity". It will present the importance of diversity in Canada's geography, nature and culture.

"I am really looking forward to engaging Canadians in this exciting project" said Mr. Moyer.

Mr. Moyer graduated with a BA from Trent University in 1967 and continued his post-graduate studies at the University of Western Ontario where he obtained an MBA in 1969. Mr. Moyer started his career in the Department of External Affairs in 1969. Mr. Moyer has occupied such senior positions as Assistant Deputy Minister to the Treasury Board Secretariat and to the Department of Energy, Mines and Resources. He was also Vice-President of the Atlantic Canada Opportunities Agency and President of the Canadian Industrial Renewal Board.

The 2005 World exposition, Aichi, Japan will take place from March 25 to September 25. It is expected that more than 15 million visitors and over 100 countries and international organizations will participate in this event.

- BIOGRAPHY -


On August 15, 2003, Mr. Norman Moyer was appointed Commissioner General for Canada at The 2005 World exposition, Aichi, Japan. Mr. Moyer has been Assistant Deputy Minister at the Department of Canadian Heritage since 1996. He first held this position in the Canadian Identity Sector and more recently in the Public Affairs and Communications Sector. As such, he has been responsible for ensuring an integrated approach to how the Department communicates with Canadians, and shares their stories and cultural experiences both domestically and internationally. His responsibilities include Canada's participation at international expositions.

During his public career, Mr. Moyer occupied such senior positions as Assistant Deputy Minister to the Treasury Board Secretariat and to the Department of Energy, Mines and Resources where he was responsible for the Corporate Policy and Communications Sector. Some of his major achievements at the Department of Energy, Mines and Resources include raising the profile of the Department's science and technology activities within the policy making process and supporting the work of the Task Force on Regulatory Review. From 1988 to 1990, Mr. Moyer occupied the position of Vice-President at the Atlantic Canada Opportunities Agency where he supported the passage of the Agency's enabling legislation and lead the efforts to create a focus on entrepreneurial trade.

Mr. Moyer's public career began in 1969 when he joined the Foreign Service of the Department of External Affairs. He later became Senior Analyst at the Treasury Board of Canada where he developed strategies and participated in task forces on organisation of government services.

Mr. Moyer's experience in both the private and public sectors has provided him with a unique understanding of Canada and Canadians which will serve him well in promoting Canada's continued success at international expositions. His demonstrated capacity to develop consensus amongst stakeholders from various communities of interest and his strong negotiating skills will contribute to Canada's success at The 2005 World exposition, Aichi, Japan.

Mr. Moyer graduated from Trent University in 1967. He continued his post-graduate studies at the University of Western Ontario, where he obtained an MBA degree in 1969. He is married with 2 children.
