Appointments to Boards Announced

OTTAWA, April 6, 2001 -- Minister of Canadian Heritage Sheila Copps today announced the appointments of members to the boards of several agencies within her portfolio.

André H. Caron has been appointed to the Board of Trustees of the National Film Board for a three-year term. He is currently Professor at the Université de Montréal in the Communications Department, of which he was Chair from 1985 to 1991. He has also served as a member of the Faculty of Arts and Sciences Executive Committee and is on the Université de Montréal Planning Committee. He is a founding director of the Centre for Youth and Media Studies and the New Technologies Research Laboratory.

Mr. Caron's international activities include sitting on the steering committee of the European Children's Television Centre in Greece and the advisory committee of the Instituto de Investigaciòn at the Catholic University of Argentina. He has also acted as a consultant for various government departments and for private corporations. Mr. Caron has published numerous books and articles on the audiovisual industry and the spread and impact of the appropriation of new technologies.

Pierre Lessard has been appointed to the Board of Trustees of the National Film Board for a three-year term. Mr. Lessard, a certified general accountant, has been Founding Proprietor of Pierre Lessard C.G.A., since 1981; Founding President of Gestion Condova Inc., from 1982-1998; and Founding President of Expert-Ges-Pro Inc., since 1988.

He is a member of the Corporation des comptables généraux licenciées (Canada, Quebec) and has served on boards of trustees of many community-based organizations.

J. Ron Longstaffe has been appointed to the Board of Trustees of the Canadian Cultural Property Export Review Board for a three-year term. Mr. Longstaffe was Chair of the Vancouver Port Corporation from 1994-1997. He held executive positions for 28 years in the forestry industry in British Columbia and Alberta, and was Chair of the Council of Forest Industries of British Columbia from 1983-1984.

Mr. Longstaffe has held diverse positions with many community arts organizations since 1955. He is the recipient of the Award of Recognition from the British Columbia Arts Council, the University of British Columbia 75th Anniversary Distinguished Graduate Award and the Award of Merit from the Canadian Museums Association.

Ian Muncaster has been appointed to the Board of Trustees of the Canadian Cultural Property Export Review Board for a three-year term. He has been owner/director of Zwicker's Art Gallery since 1970 and has also been actively involved as an appraiser since then.

Mr. Muncaster is a member of the Professional Art Dealers Association of Canada and was a board member from 1974-1977 and from 1987 to the present. He is a founding member of the Professional Art Dealers Association of Nova Scotia and has been its Chair since 1991. He has been an associate member of the International Society of Appraisers (ISA) since 1992. Mr. Muncaster has held ISA certification as an appraiser of fine art since 1986.

Benjamin M. Elms has been appointed to the Board of Trustees of the Canadian Race Relations Foundation for a three-year term. Principal of Digby Regional High School, Mr. Elms is a member of Nova Scotia's Teacher's Union, the Nova Scotia School Administrators Union and the Workshop Council of Nova Scotia.

Mr. Elms co-authored the Task Force Report commissioned by the Minister of Community Services to review the delivery of provincial government services to the Black Community in Nova Scotia (1996) as well as the Southwest Regional School Board's Policy on Race Relations, Cross Cultural Understanding and Human Rights. He has also acted as an advisor to the Nova Scotia Human Rights Commission.
