Appointment to Telefilm Canada

OTTAWA, October 27, 2003 -- Minister of Canadian Heritage Sheila Copps today announced the appointment of Felix (Fil) Fraser, of Edmonton, as a member of Telefilm Canada.

Mr. Fraser is an adjunct Professor of Communications Studies at Athabasca University, as well as past President and Chief Executive Officer of Vision TV. He served as Chief Commissioner of the Alberta Human Rights Commission between 1989 and 1992, and has published numerous articles and stories in major newspapers, magazines and journals on human rights, multiculturalism and a broad variety of subjects.

In the 1970s and 1980s, formed his own production company and wrote, produced and directed several educational films for television. He also produced three feature films: Why Shoot the Teacher, Marie Anne, and The Hounds of Notre Dame. All three were award winners and each received both theatrical and television release. Mr. Fraser founded the Alberta Film Festival in 1974, and the internationally renowned Banff Television Festival in 1979. He also played a leading role in the development of public policy as a member of the Alberta Task Force on Film, the Canadian Multiculturalism Council, the Federal Task Force on Broadcasting Policy, and the Citizens' Forum on Canada's Future. He also serves actively on numerous corporate and volunteer boards.

Mr. Fraser was inducted as a Member of the Order of Canada in 1991, and received the Alberta Achievement Award in 1978.

As a cultural investor, Telefilm Canada is primarily concerned with the funding of original, diverse, and high-quality productions that reflect Canada's linguistic duality and cultural diversity and that are intended for the cinema, new media, radio, and television. Accordingly, Telefilm Canada supports productions with a high level of Canadian content. It also fosters the broadest possible dissemination of Canadian productions at home and abroad. Telefilm Canada therefore seeks to be a leading promoter, fostering the development of a Canadian audiovisual industry of international calibre.
