Minister Chalifour Scherrer Announces Appointments to the Public Service Staff Relations Board

OTTAWA, March 16, 2004 -- The Honourable Hélène Chalifour Scherrer, Minister of Canadian Heritage, today announced the appointment of Mary Ellen Cummings, John James Steeves, and Paul E. Love as part-time members of the Public Service Staff Relations Board.

A lawyer by profession, Ms. Cummings has held numerous posts, including Alternate Chair of the Ontario Labour Relations Board since 1997; Chair of the Pay Equity Hearings Tribunal since 2000; Adjudicator, Office of Adjudication, from 1996 to 1997; and Chair of the Employment Equity Tribunal, from 1994 to 1995. She has lectured at conferences on many aspects of pay equity, construction labour law, tribunal practice, mediation and adjudication skills, and she has also acted as a volunteer consultant with the United Way of Greater Toronto.

A member of the Law Society of British Columbia and Yukon, Mr. Steeves has held numerous mediation positions since 1986. As Chief Appeal Commissioner for the Worker's Compensation Board of British Columbia, he conducts hearings, mediates disputes, and decides appeals pursuant to the Workers Compensation Act and Criminal Injury Compensation Act. Working as an arbitrator, mediator, barrister, and solicitor for his own company, the John Steeves Law Corporation, Mr. Steeves provides expert opinions on legal and evidentiary issues, including recent developments in natural justice.

A lawyer by profession, Mr. Love is currently Governor of the Law Foundation of British Columbia. Practising in the areas of civil litigation, arbitration, and mediation, Mr. Love, who has a wide range of criminal and civil experience at trials, obtained the highest standing in the second year law program at the University of Victoria, and has been awarded the Crease & Company Scholarship in Law, as well as the Carswell Book Prize.

The Public Service Staff Relations Board is an independent, quasi-judicial statutory tribunal responsible for administering the collective bargaining and grievance adjudication systems in the federal Public Service. The Board also provides mediation and conciliation services to help parties resolve differences without resorting to a formal hearing.
