Appointments to the Canadian Radio-Television and Telecommunications Commission

OTTAWA, October 8, 1998 -- Minister of Canadian Heritage, Sheila Copps, today announced the appointment of four new members of the Canadian Radio-television and Telecommunications Commission (CRTC).

Barbara Cram, from Regina, currently with the law firm Gauley & Co., is a well-known consumer advocate. She has been associated with a broad range of community and interest groups and has been a regular commentator on radio and TV current affairs programs. Ms. Cram is a member of several organizations including the Consumers Association for Canada, the Public Interest Advocacy Centre, the Public Interest Regulatory Centre and the Cable Television Standards Council.

Andrée Noël, from Montreal, was most recently Director of Public Affairs with fONORALA Inc., a corporation active in the field of telecommunications, long distance calls and the development of fibre optic networks. She previously served as the company's Director of Legal and Regulatory Affairs. Ms. Noël is a member of the Quebec Bar, a former president of both l'Association des secrétaires et chefs de contentieux du Québec and Femmes regroupées pour l'accessibilité aux pouvoirs politique et économique.

James Stuart Langford, from Ottawa, is currently the editor of "National", a publication of the Canadian Bar Association. Mr. Langford has been active in the broadcasting field as an associate producer at CBC Public Affairs - TV and has also been the national legal correspondent with CBC Television News. He has lectured in Administrative and Business Law at the University of Ottawa. He is a Member of the Law Society of Upper Canada, holds a Masters in English Literature and studied at Oxford University.

Jean-Marc Demers, from Sillery, served for ten years with Québec Telecommunications Board, including four years as Chair. A former assistant general counsel with the CRTC, Mr. Demers was the Director of legal services with the Québec Ministry of Communications. He is a member of a number of professional associations, including the Advisory Committee of the Centre for the Study of Regulated Industries at McGill University. He is also the past Chair of the Council of Canadian Administrative Tribunals.

The Canadian Radio-television and Telecommunications Commission is an administrative tribunal which is vested with the authority to license and regulate all broadcasting undertakings within Canada and to regulate telecommunications common carriers under federal jurisdiction. The Commission is an independent agency that operates at "arms length" from government and reports directly to Parliament through the Minister of Canadian Heritage.
