Government of Canada Upholds CRTC Decision Granting Toronto Over-the-Air Multilingual Ethnic Television Licence

OTTAWA, June 25, 2002 -- Minister of Canadian Heritage Sheila Copps today announced the Government of Canada's decision (P.C. 2002 - 1154) to uphold the Canadian Radio-television and Telecommunications Commission (CRTC) decision granting an over-the-air multilingual ethnic television broadcasting licence to Rogers Broadcasting Ltd. (Rogers).

On April 8, 2002, the CRTC licensed Rogers Broadcasting Limited to operate an over-the-air multilingual ethnic television station to serve Toronto, subject to Rogers obtaining a frequency. Following CRTC Broadcasting Decision 2002-82, the Governor in Council received petitions asking that the decision be referred back to the CRTC for reconsideration and hearing.

Following a review of the petitions, the Government determined that the CRTC's decision did not derogate from the policy objectives of the Broadcasting Act. Under Section 28 of the Broadcasting Act, the Government may refer back or set aside a CRTC licensing decision if that decision derogates from the attainment of the objectives of the broadcasting policy set out in subsection 3(1) of the Act.
