Minister Copps Announces Appointments

OTTAWA, March 31, 1998 -- Minister of Canadian Heritage Sheila Copps today announced the following appointments to the boards of agencies within her portfolio:

Richard Laferrière has been appointed to the Canada Council. Mr. Laferrière, of
St-Lambert, Quebec, is Chairperson and Operations Manager of the Groupe Coscient inc. Mr. Laferrière is a graduate in biology from the University of Quebec in Trois-Rivières. He was involved with several television production projects from 1980 to 1985 and founded the independent television production company Coscient inc. in 1981. Coscient inc. is rated among the five largest independent television production companies in Canada.

Dr. Val H. Conway has been appointed to the Board of Directors of the Canadian Broadcasting Corporation. Dr. Conway of St. John's, Newfoundland, is an ophthalmologist and professor of surgery at Memorial University's Faculty of Medicine. He has been a member of several boards, most notably the Newfoundland Medical Association and the Newfoundland Department of Works, Services and Transportation Medical Advisory Board. He worked, with the Lions Club, to develop ambulance services, dental services and community health groups in the isolated outports of the province.

Joan Pennefather has been appointed a full-time member of the Canadian Radio-television and Telecommunications Commission. Ms. Pennefather, of Ottawa, Ontario, has more than 20 years of national and international experience in culture and communications industries. Her professional experience includes serving as Government Film Commissioner and Chairperson of the National Film Board, and Executive Director of the National Arts Centre. Since 1996, she has been a consultant with Thornley Fallis Inc. and has provided services to many private and public organizations. She has been involved on the boards of a number of organizations including the International Institute of Communications, the Harold Greenberg Foundation and Canadian Women in Communications. She currently serves on the board of the Sisters of Charity of Ottawa Health Service.

Martha Wilson has been named, as Ontario Representative, to the Canadian Radio-television and Telecommunications Commission. Ms. Wilson, of Ottawa, Ontario, will work out of the Toronto office, replacing outgoing member Gail Scott. Ms. Wilson has been General Manager of the Cable Public Affairs Channel (CPAC) since 1992. Prior to that, she was Senior Manager, Public Affairs, for Unitel Communications Inc. and the Ottawa Bureau Chief of Rogers Communications Inc. from 1983 to 1990. She was also employed with Rogers Cable TV, in Toronto, as well as Rogers U.S. Cablesystems Inc.

Cherry E. Karpyshin has been appointed to the National Film Board. Currently the General Manager of the Prairie Theatre Exchange, in Winnipeg, Manitoba, Mrs. Karpyshin has thirty years of leadership and administrative experience in cultural organizations such as the Manitoba Theatre Centre. She is known for her involvement in voluntary activities in the Professional Association of Canadian Theatres and as Chairperson of its negotiations team.

Norah Mallory has been appointed to the National Film Board. Ms. Mallory, of Fredericton, New Brunswick, is a strategist, project manager, writer and researcher at Harley & Mallory Strategic Communications. She has been involved in the development and implementation of strategies for the information technology sector which have been instrumental in attracting business to New Brunswick. Her broad range of association and community involvement includes membership in Theatre New Brunswick's Board of Governors, the Canadian Public Relations Society and the Government Relations Committee of the Fredericton Chamber of Commerce.

In general, the appointments are effective immediately, for a period of three years, with the exception of Dr. Conway and Ms. Wilson, who will hold office for a term of four years.
