Program Renewal and Implementation

Treasury Board's Policy on Transfer Payments requires that all current federal programming terms and conditions be renewed by March 2005. The Department of Canadian Heritage is using program renewal as an opportunity to restructure existing Aboriginal Affair Branch programming under a consolidated program framework.

Consolidation of the current programming is being accomplished by clustering the essential programming elements under new key objectives that reflect the major intended outcomes of the Aboriginal programming as a whole. The objective is to create one program - with three key activity areas - Aboriginal partners, Aboriginal communities, and Aboriginal living cultures. All evidence gathered to date indicates that the Branch's initial premise for working towards a new single consolidated program is sound as the current programs are seen to be working towards similar overall results.

It is anticipated that no immediate programming changes will result from the program renewal exercise. Program renewal will however ensure continuity of programming with which to move towards the full implementation of a consolidated program framework. This process will be guided by ongoing dialogue with Aboriginal stakeholders.
