SECTION 2 - ENVIRONMENTAL ALLOWANCES

205.30 - PARATROOP ALLOWANCE

(1) (Definition) In this instruction, "eligible service" means any period during which the officer or non-commissioned member was posted

  1. to a position requiring parachute jumping designated by the Minister for the purpose of this instruction;
  2. to the Joint Task Force 2 in a position requiring parachute jumping that is designated by the Chief of the Defence Staff for the purpose of CBI 205.385 ( Joint Task Force 2 Allowance); or
  3. to a position designated by the Chief of the Defence Staff for the purpose of CBI 205.385 requiring parachute jumping.

(2) (Entitlement) An officer or non-commissioned member is, while posted to a position requiring parachute jumping that is designated by the Minister for the purpose of this instruction, entitled to Paratroop Allowance at the appropriate monthly rate set out in the table to this instruction for the member's accumulated eligible service, if the member has, during the 12-month period immediately preceding the last day of the month in which the allowance is payable, made a minimum of four jumps, unless the member is receiving Rescue Specialist Allowance under CBI 205.31, Aircrew Allowance under CBI 205.32 or Joint Task Force 2 Allowance under CBI 205.385.

(3) (Combined allowances)An officer or non-commissioned member who is receiving Paratroop Allowance under paragraph (2) shall continue to receive that allowance during any period for which the member is entitled to Casual Aircrew Allowance under CBI 205.325.

(4) (Limitation) An officer or non-commissioned member who is paid a Hardship Allowance under CBI 10.3.05 or a Risk Allowance under CBI 10.3.07 is not entitled to be paid Paratroop Allowance under this instruction unless they occupy a position designated by the Chief of the Defence Staff on an operation as defined in CBI 10.1.01.

(5) (Designation authority) For the purpose of this instruction, the Director General Compensation and Benefits has been delegated the authority to designate parachute jumping positions on behalf of the Minister and the Chief of the Defence Staff.

205.305 - CASUAL PARATROOP ALLOWANCE

(1) (Definition) In this instruction, "parachutist" means an officer or non-commissioned member who is qualified to the standard established for a parachutist in orders or instructions issued by the Chief of the Defence Staff.

(2) (Eligibility) Subject to paragraph (3), an officer or non-commissioned member who is not entitled to Paratroop Allowance under CBI 205.30, Rescue Specialist Allowance under CBI 205.31 or Joint Task Force 2 Allowance under CBI 205.385 is entitled to Casual Paratroop Allowance in the amount of $66.21 for each parachute jump made by the member from any aircraft if the member is undergoing training to become a parachutist, or is a qualified parachutist, and is ordered to jump.

(3) (Limit) The total amount of Casual Paratroop Allowance payable in a calendar month to an officer or non-commissioned member shall not exceed the monthly rate that they would have received had they been entitled to Paratroop Allowance under CBI 205.30.

205.31- RESCUE SPECIALIST ALLOWANCE

(1) (Definition) In this instruction, "rescue specialist" means an officer or non-commissioned member who is qualified as a Search and Rescue Technician to the standard established in orders or instructions issued by the Chief of the Defence Staff and who is posted as a member of a rescue team that is designated by the Chief of the Defence Staff for the purpose of this instruction.

(2) (Eligibility) An officer or non-commissioned member who is a rescue specialist is entitled to Rescue Specialist Allowance at the appropriate monthly rate set out in the table to this instruction for the member's accumulated service as a rescue specialist, unless the member is receiving Paratroop Allowance under CBI 205.30, Casual Paratroop Allowance under CBI 205.305, Aircrew Allowance under CBI 205.32, Casual Aircrew Allowance under CBI 205.325 or Joint Task Force 2 Allowance under CBI 205.385.

(3) (Limitation) If the officer or non- commissioned member is receiving Paratroop Allowance under CBI 205.30, Casual Paratroop Allowance under CBI 205.305, Aircrew Allowance under CBI 205.32, Casual Aircrew Allowance under CBI 205.325 or Joint Task Force 2 Allowance under CBI 205.385, the total combined amount of allowances payable to the member in a calendar month shall not exceed the amount that the member would have received had the member been entitled to the monthly rate of Rescue Specialist Allowance.

(4) (Limitation) An officer or non-commissioned member who is paid a Hardship Allowance under CBI 10.3.05 or a Risk Allowance under CBI 10.3.07 is not entitled to be paid Rescue Specialist Allowance under this instruction unless they occupy a position designated by the Chief of the Defence Staff on an operation as defined in CBI 10.1.01.

(5) (Designation authority) For the purpose of this instruction, the Director General Compensation and Benefits has been delegated the authority to designate rescue specialist positions on behalf of the Minister or the Chief of the Defence Staff.

205.32 - AIRCREW ALLOWANCE

(1) (Definitions) The definitions in this paragraph apply in this instruction.

"eligible service" means any period during which the officer or non-commissioned member was a pilot or qualified in the operation of aircraft or airborne equipment to the standard established in orders or instructions issued by the Chief of the Defence Staff and was

  1. employed in a flying position designated by the Minister for the purpose of this instruction,
  2. posted to the Joint Task Force 2 and employed in a flying position designated by the Chief of the Defence Staff for the purpose of CBI 205.385 ( Joint Task Force 2 Allowance), or
  3. posted to a position designated by the Chief of the Defence Staff for the purpose of CBI 205.385 and employed in a flying position. (service admissible)

"pilot" means an officer who is qualified in the flying of aircraft to the standard established in orders or instructions issued by the Chief of the Defence Staff.(pilote)

(2) (Eligibility) An officer or non-commissioned member of the Regular Force or of the Reserve Force on Class "B" or "C" Reserve Service is, unless the member is receiving Paratroop Allowance under CBI 205.30, Rescue Specialist Allowance under CBI 205.31, Casual Aircrew Allowance under CBI 205.325 or Joint Task Force 2 Allowance under CBI 205.385, entitled, if the member is a pilot or qualified in the operation of aircraft or airborne equipment to the standard established in orders or instructions issued by the Chief of the Defence Staff and is employed in a flying position designated by the Minister for the purpose of this instruction, to Aircrew Allowance at the appropriate monthly rate set out in the table to this instruction for the member's accumulated eligible service.

(3) (Limitation) An officer or non-commissioned member who is paid a Hardship Allowance under CBI 10.3.05 or a Risk Allowance under CBI 10.3.07 is not entitled to be paid Aircrew Allowance under this instruction unless they occupy a position designated by the Chief of the Defence Staff on an operation as defined in CBI 10.1.01.

(4) (Designation authority) For the purpose of this instruction, the Director General Compensation and Benefits has been delegated the authority to designate flying positions on behalf of the Minister and the Chief of the Defence Staff.

205.325- CASUAL AIRCREW ALLOWANCE

(1) (Definition) In this instruction, "day" means a calendar day.

(2) (Eligibility) Subject to paragraph (3), an officer or non-commissioned member who is not entitled to Rescue Specialist Allowance under CBI 205.31, Aircrew Allowance under CBI 205.32 or Joint Task Force 2 Allowance under CBI 205.385 is, for each day during any part of which the member performs duty in an airborne aircraft other than as a paratrooper or as a passenger, entitled to Casual Aircrew Allowance in the amount of $27.23 if

  1. the member is undergoing flying training to become a pilot; or
  2. the duty performed is of a kind designated by the Minister for the purpose of this instruction.

(3) (Limit) The total amount of Casual Aircrew Allowance payable in a calendar month to an officer or non-commissioned member shall not exceed the monthly rate that the member would have received had the member been entitled to Aircrew Allowance under CBI 205.32.

205.34 - DIVING ALLOWANCE

(1) (Definition) In this instruction, "eligible service" means any period other than a period during which the member was exclusively performing medical duties in a hyperbaric chamber as a medical officer or medical assistant during which the officer or non-commissioned member, was

  1. qualified to the standards established for a clearance diving officer or clearance diver in orders or instructions issued by the Chief of the Defence Staff and filled a position requiring diving duties that is designated by the Minister for the purpose of this instruction;
  2. qualified to the standards established in orders or instructions issued by the Chief of the Defence Staff as a ship's diver or combat diver and the member's duties included diving as a ship's diver or combat diver;
  3. qualified to the standards established for a clearance diving officer, clearance diver, ship's diver or combat diver in orders or instructions issued by the Chief of the Defence Staff while posted to the Joint Task Force 2 and filled a position requiring diving duties that is designated by the Chief of the Defence Staff for the purpose of CBI 205.385 (Joint Task Force 2 Allowance); or
  4. qualified to the standards established for a clearance diving officer, clearance diver, ship's diver or combat diver in orders or instructions issued by the Chief of the Defence Staff and posted to a position designated by the Chief of the Defence Staff for the purpose of CBI 205.385 requiring diving duties.

(2) (Eligibility) An officer or non-commissioned member of the Regular Force or of the Reserve Force on Class "B" or "C" Reserve Service is, unless the member is receiving Joint Task Force 2 Allowance under CBI 205.385, entitled to Diving Allowance

  1. if the member is qualified to the standards established for a clearance diving officer or clearance diver in orders or instructions issued by the Chief of the Defence Staff and is filling a position requiring diving duties that is designated by the Minister for the purpose of this instruction, at the rate of $603 per month; or

  2. if the member is qualified to the standards established in orders or instructions issued by the Chief of the Defence Staff as a ship's diver or combat diver and meets one of the following conditions, at the appropriate monthly rate set out in Table "A" to this instruction for the member's accumulated eligible service:
    1. the member's duties include diving as a ship's diver or combat diver, or
    2. the member is filling a position designated by the Minister for the purpose of this instruction.

(3) (Entitlement – dives below 200 feet) An officer or non-commissioned member who is qualified to the standards established for a clearance diving officer or clearance diver in orders or instructions issued by the Chief of the Defence Staff and who is filling a position designated under subparagraph (2)(a) is, in addition to the member’s entitlement under(subparagraph (2)(a), entitled to an allowance of $27.27 for each calendar day during any part of which the member dives below 200 feet in a submersible, except that the total amount of such daily allowance payable to a member in a calendar month shall not exceed $134.68.

(4) (Entitlement - increment) An officer or non-commissioned member who is qualified to the standards established for a clearance diving officer, clearance diver, ship's diver or combat diver in orders or instructions issued by the Chief of the Defence Staff is, in addition to any entitlement under paragraph (2) or to Casual Diving Allowance under CBI 205.345, entitled to an increment as set out in Table "B" to this instruction for each complete 24-hour period and for any remaining period of more than six hours during which the member is, pursuant to orders, participating in an experimental saturation dive and subsequent decompression, unless the member is receiving Joint Task Force 2 Allowance under CBI 205.385.

(5) (Limitation) An officer or non-commissioned member who is paid a Hardship Allowance under CBI 10.3.05 or a Risk Allowance under CBI 10.3.07 is not entitled to be paid Diving Allowance under this instruction unless they occupy a position designated by the Chief of the Defence Staff on an operation as defined in CBI 10.1.01.

(6) (Designation authority) For the purpose of this instruction, the Director General Compensation and Benefits has been delegated the authority to designate positions requiring diving duties on behalf of the Minister and the Chief of the Defence Staff.

205.345 - CASUAL DIVING ALLOWANCE

(1) (Definition) In this instruction, "day" means a calendar day.

(2) (Eligibility) Subject to paragraph (3), an officer or non-commissioned member who is not entitled to Diving Allowance under CBI 205.34 or Joint Task Force 2 Allowance under CBI 205.385 is, for each day during any part of which the member is undergoing diving training or performs diving duties, entitled to Casual Diving Allowance, in the amount of

  1. $37.04 if the training undertaken or duty performed involves clearance diving; or
  2. $20.43 if the training undertaken or duty performed involves ship’s diving or combat diving.

(3) (Limit) The total amount of Casual Diving Allowance payable in a calendar month to an officer or non-commissioned member shall not exceed the amount that the member would have received had the member been entitled to the continuous rate of the appropriate diving allowance.

205.35 - SEA DUTY ALLOWANCE

(1) (Definition) In this instruction, "eligible service" means any period during which the officer or non-commissioned member was

  1. posted to a submarine that was not in refit or a ship;
  2. serving in a sea-going position designated by the Minister for the purpose of this instruction;
  3. posted to the Joint Task Force 2 in a sea-going position designated by the Chief of the Defence Staff for the purpose of CBI 205.385 (Joint Task Force 2 Allowance); or
  4. posted to a position designated by the Chief of the Defence Staff for the purpose of CBI 205.385 and was serving in a sea-going position.

(2) (Eligibility) Subject to paragraph (3), an officer or non-commissioned member posted to a ship, other than a submarine, or serving in a sea-going position designated by the Minister for the purpose of this instruction, is entitled to Sea Duty Allowance at the appropriate monthly rate set out in the table to this instruction for the member's accumulated eligible service, unless the member is in receipt of Joint Task Force 2 Allowance under CBI 205.385.

(3) (Limitation) An officer or non-commissioned member who is posted to a Fleet Diving Unit, a ship or a tender that is attached to the Fleet Diving Unit is not entitled to Sea Duty Allowance.

205.355 - CASUAL SEA DUTY ALLOWANCE

(1) (Entitlement) Subject to paragraphs (2) and (3), an officer or non-commissioned member who is not entitled to Submarine Allowance under CBI 205.37, Sea Duty Allowance under CBI 205.35 or Joint Task Force 2 Allowance under CBI 205.385 is, when the member performs duty of not less than 24 hours duration in a ship or vessel, entitled to Casual Sea Duty Allowance at the rate of

  1. $18.28 for each complete 24-hour period of that duty; and
  2. $18.28 for any remaining period of that duty that is of six or more hours duration.

(2) (Limit) The total amount of Casual Sea Duty Allowance payable in a calendar month to an officer or non-commissioned member shall not exceed the amount that the member would have received had the member been entitled to the continuous rate of the appropriate Sea Duty Allowance.

(3) (Limitations) An officer or non-commissioned member is not entitled to

  1. Casual Sea Duty Allowance if they are serving onboard a ship in refit or on a diving tender while in home port; or
  2. incidental expenses under paragraph (5) of CBI 209.30 (Travelling Expenses - Conditions and Entitlements), if they are on temporary duty and in receipt of Casual Sea Duty Allowance.

205.36- HYPOBARIC CHAMBER ALLOWANCE

(1) (Definition) In this instruction, "day" means a calendar day.

(2) (Entitlement) The Hypobaric Chamber Allowance shall be paid to an officer or non-commissioned member who is qualified to the standards established for an aeromedical training officer or aeromedical technician in orders or instructions issued by the Chief of the Defence Staff at the rate of $13.63 per day for each day during any part of which the member is employed as an inside instructor or inside observer during hypobaric chamber activities.

205.37 - SUBMARINE ALLOWANCE

(1) (Definition) In this instruction, "eligible service" means any period during which the officer or non-commissioned member was

  1. posted to a submarine that was not in refit or a ship;
  2. serving in a sea-going position designated by the Minister for the purpose of this instruction;
  3. posted to the Joint Task Force 2 in a sea-going position designated by the Chief of the Defence Staff for the purpose of CBI 205.385 ( Joint Task Force 2 Allowance); or
  4. posted to a position designated by the Chief of the Defence Staff for the purpose of CBI 205.385 and was serving in a sea-going position.

(2) (Eligibility) Subject to paragraph (3), an officer or non-commissioned member posted to a submarine that is not in refit, or serving in a sea-going position designated by the Minister for the purpose of this instruction, is entitled to Submarine Allowance at the appropriate monthly rate set out in the table to this instruction for the member's eligible service.

(3) (Limitations) An officer or non-commissioned member is not entitled to Submarine Allowance when the member is

  1. in receipt of Sea Duty Allowance under CBI 205.35;
  2. a trainee undergoing the initial shore phase of submarine training; or
  3. in receipt of Joint Task Force 2 Allowance under CBI 205.385.

205.375 - CASUAL SUBMARINE ALLOWANCE

(1) (Eligibility) Subject to this instruction, an officer or non-commissioned member who is not entitled to Submarine Allowance under CBI 205.37 or Joint Task Force 2 Allowance under CBI 205.385 is, when the member performs duty of not less than 24 hours duration in a submarine that is away from its home port and that is not in refit, entitled to Casual Submarine Allowance at the rate of

  1. $21.44 for each complete 24-hour period of that duty; and
  2. $21.44 for any remaining period of that duty that is of six or more hours duration.

(2) (Limit) The total amount of Casual Submarine Allowance payable in a calendar month to an officer or non-commissioned member shall not exceed the amount that the member would have received had the member been entitled to the appropriate continuous rate of the Submarine Allowance under CBI 205.37.

(3) (Limitation) An officer or non-commissioned member on temporary duty who is entitled to Casual Submarine Allowance is not entitled to incidental expenses under paragraph (5) of CBI 209.30(Travelling Expenses - Conditions and Entitlements).

205.38 - EXCEPTIONAL HAZARD ALLOWANCE

(1) (Definitions) The definitions in this paragraph apply in this instruction.

"explosive chemical" means an explosive chemical that is described in the Laboratory Waste Disposal Manual as having a factor of four. (produit chimique explosif)

"improvised explosive device" means a device fabricated in an improvised manner that incorporates destructive, lethal, noxious, pyrotechnic or incendiary chemicals and is designed to destroy, kill, disfigure, distract or harass, but does not include

  1. items of military ordnance except when a military ordnance item, or any of its parts, is incorporated into a device that would otherwise qualify as an improvised explosive device; or
  2. nitro-glycerine or nitro-glycerine-based explosives except when these explosives are found to be in a deteriorated condition. (engin explosif artisanal)

"primed charge" means a commercial explosive connected to one or more detonators. (charge amorcée)

(2) (Eligibility) An officer or non-commissioned member is entitled to Exceptional Hazard Allowance in the amount of $321 when the member is ordered to carry out normal disposal procedures on a known or suspected improvised explosive device, explosive chemical or primed charge, unless the member is in receipt of Joint Task Force 2 Allowance under CBI 205.385.

(3) (Chief of the Defence Staff may authorize payment) When the circumstances so warrant, the Chief of the Defence Staff may approve payment of Exceptional Hazard Allowance in the amount of $167 to an officer or non-commissioned member who is ordered to carry out normal disposal procedures on any other extremely hazardous commercial explosives or chemicals, unless the member is in receipt of Joint Task Force 2 Allowance under CBI 205.385

205.385 - JOINT TASK FORCE 2 ALLOWANCE

(1) (Eligible Service) In this instruction, "eligible service" consists of any period during which an officer or non-commissioned member is

  1. posted to the Joint Task Force 2 (JTF2);
  2. posted to a position designated by the Chief of the Defence Staff for the purpose of this instruction; or
  3. undergoing training as designated by the Chief of the Defence Staff for the purpose of this instruction.

(2) (Entitlement) An officer or non-commissioned member on eligible service is entitled to JTF2 Allowance at the applicable monthly rate as set out in Table A or B to this instruction for the member's accumulated eligible service and JTF2 category of service as designated by the Chief of the Defence Staff.

(3) (Medical Category) The entitlement of an officer or non-commissioned member to JTF2 Allowance ceases on the day on which the member is awarded a permanent medical category that precludes service in a position qualifying for JTF2 Allowance.

(4) (Temporary Service) An officer or non-commissioned member who is entitled to the JTF2 Allowance in respect of JTF2 Category of Service 1 or Category of Service 2, and who is serving on a temporary basis in a higher category of service, is entitled to the incremental rate set out in Table C to this instruction for each day of service in the higher category.

(5) (Counting of Eligible Service) Eligible service in a lower category of service does not count as eligible service in any higher category of service. Eligible service in a higher category of service counts as eligible service in any lower category of service.

(6) (Limitation) An officer or non-commissioned member in receipt of JTF2 Allowance for JTF2 Category of Service 2 or Category of Service 3 is not entitled to any of the following allowances:

  1. Paratroop Allowance under CBI 205.30;
  2. Casual Paratroop Allowance under CBI 205.305;
  3. Rescue Specialist Allowance under CBI 205.31;
  4. Aircrew Allowance under CBI 205.32;
  5. Casual Aircrew Allowance under CBI 205.325;
  6. Diving Allowance under CBI 205.34;
  7. Casual Diving Allowance under CBI 205.345;
  8. Sea Duty Allowance under CBI 205.35;
  9. Casual Sea Duty Allowance under CBI 205.355;
  10. Submarine Allowance under CBI 205.37;
  11. Casual Submarine Allowance under CBI 205.375;
  12. Exceptional Hazard Allowance under CBI 205.38;
  13. Field Operations Allowance under CBI 205.39; or
  14. Survey Allowance under CBI 205.395.

(7) (Transitional Provision) Eligible service based on level of hazard 1, 2 or 3 under this instruction prior to 1 October 2005, counts as eligible service in Category of Service 1, Category of Service 2 or Category of Service 3 respectively.

(8) (Casual JTF2 Allowance) An officer or non-commissioned member who is not serving a period of eligible service but is attached to JTF2, is entitled to Casual JTF2 Allowance at the applicable daily rate set out in Table D to this instruction for each calendar day during which the member is attached to the JTF2 and performs duties in a JTF2 category of service as designated by the Chief of the Defence Staff for the purpose of this instruction.

(9) (Limitation) The total amount of Casual JTF2 Allowance payable under paragraph (8) in a calendar month to an officer or non-commissioned member shall not exceed the monthly rate that the member would have received had the member been entitled to JTF2 Allowance under paragraph (2) for the category of service performed.

(10) (CDS Administration) The commanding officer, JTF2, shall maintain an official record that contains the service particulars of each officer and non-commissioned member and their accumulated eligible service by JTF2 category of service.

205.39 - FIELD OPERATIONS ALLOWANCE

(1) (Definition) In this instruction, "field operation" means an operation ordered by the Chief of the Defence Staff or a field exercise or training exercise carried out under the authority of National Defence Headquarters or an officer commanding a command, formation, base or unit, in which an officer or non-commissioned member is required to live under field conditions for a period of not less than 24 consecutive hours, but does not include a survey operation.

(2) (Eligibility) Subject to paragraph (3), an officer or non-commissioned member is entitled, when on duty on a field operation away from the permanent facilities normally occupied at the member’s base or other unit or element, to

  1. $18.46 for each complete 24-hour period of that duty; and
  2. $18.46 for any remaining period of that duty that is of six or more hours duration.

(3) (Limitations) An officer or non-commissioned member

  1. is not entitled to Field Operations Allowance when the member is entitled to Joint Task Force 2 Allowance under CBI 205.385 or on adventure training;
  2. Repealed (CDS effective 23 July 03)
  3. who is on temporary duty and entitled to Field Operation Allowance, is not entitled to incidentals under paragraph (5) of CBI 209.30 (Travelling Expenses - Conditions and Entitlements) while in receipt of Field Operation Allowance.

205.395 - SURVEY ALLOWANCE

(1) (Eligibility) An officer or non-commissioned member engaged in survey operations in an isolated area, who is not entitled to an allowance under CBI 11 (Isolation Allowance) or under CBI 205.385 (Joint Task Force 2 Allowance), is entitled to Survey Allowance is entitled to Survey Allowance at the rate of $18.46 per day for the duration of the survey period.

(2) (Limitation) An officer or non-commissioned member on temporary duty who is entitled to Survey Allowance is not entitled to incidentals under paragraph (5) of CBI 209.30 (Travelling Expenses - Conditions and Entitlements) while in receipt of Survey Allowance.
