205.57 – CIVILIAN CLOTHING ALLOWANCE (CCA)

(1) (General Eligibility) Subject to paragraphs (2) and (3), an officer or non-commissioned member of the Regular Force or Reserve Force is entitled to a Civilian Clothing Allowance at the monthly rate of $43.90 when

  1. posted with an investigation unit to a position that is designated by the Minister for the purpose of this instruction (CCA – Investigation); or
  2. filling a position designated by the Minister for the purpose of this instruction (CCA – Exceptional Circumstances).

(2) (Eligibility Criteria) To be eligible for payment of CCA, a member must be required to wear civilian clothes for at least 50 per cent of the member’s working hours for a period of at least one-year duration. Secondment, temporary duty and/or attachment to a designated position do not create an automatic entitlement.

(3) (Eligibility – CCA – Exceptional Circumstances) For the purpose of paragraph (1)(b), and, where appropriate, subject to confirmation by an outside department/unit that the wearing of civilian clothes is a job requirement, a member may be eligible for payment of CCA – Exceptional Circumstances, while serving in a designated position

  1. overseas with Allied forces whose regulations prohibit the wearing of uniform dress;
  2. overseas in locations where terrorist activities are prevalent;
  3. as a Defence Attaché or a Defence Attaché's assistant who, due to the sensitive nature of the duty, is required to wear civilian clothes on a continuous basis; or
  4. in units where they are required to wear civilian clothes on a continuous basis for other than security reasons.

(4) (Commencement and Cessation) Entitlement to CCA commences on the date the member reports for duty in a CCA designated position where the requirement to wear civilian clothing is established. Unless the Chief of Defence Staff otherwise directs, CCA shall not be paid for any period as follows:

  1. beyond the date for which a member who has been entitled to CCA
    1. ceases to fill a CCA designated position, or
    2. ceases to wear civilian clothing;
  2. service in an operational theatre where civilian clothing is either provided by the Crown or paid for by the Crown;
  3. service in an operational theatre where military clothing is worn;
  4. imprisonment in a civil prison;
  5. detention or imprisonment in a service prison;
  6. leave without pay;
  7. rehabilitation leave; or
  8. hospitalization in excess of 90 days if hospital clothing is provided.

Where a member’s CCA was ceased pursuant to this paragraph, entitlement resumes on the day following the day on which the specified condition no longer exists.

NOTE – In the case of a member entitled to CCA who is sent to service detention or prison, the member's CCA shall cease on the day prior to the first day of service detention or imprisonment.

(5) (Taxation) CCA is a non-taxable benefit, and as such is not subject to statutory dedecutions.

(6) (Administration) Requests for additions or deletions from the list of designated positions for receipt of CCA, or submissions to substantiate the wearing of civilian clothes as per paragraph (3), shall be made in the format provided at Annex A, and shall be forwarded to the Directorate of Pay Policy Development through the appropriate authority.
