2002-12-20 Issuing of Measurement Canada Accreditation Standard S-A-01


Measurement Canada has issued, as of December 20, 2002, accreditation standard S-A-01:2002, Criteria for the Accreditation of Organizations to Perform Inspections Pursuant to the Electricity and Gas Inspection Act and the Weights and Measures Act.

This revised accreditation standard applies as of the date of issue and it supercedes all other previously issued accreditation documents.

Accreditation standard, S-A-01:2002 is issued in electronic format only.

This first revision (S-A-01:2002) further expands the use of international standards by including references to ISO 9001:2000 and ISO/IEC 17025:1999. Accredited organizations and those seeking accreditation will be able to base their Quality System on any of the following standards: ISO 9002:1994, ISO 9001:2000 or ISO/IEC 17025:1999. All of these standards will be acceptable provided that the Measurement Canada accreditation program requirements are addressed.

Additional changes to S-A-01 include:

  • removing the text from ISO 9002:1994 and ISO 9000-2:1997;
  • referencing requirements (text) from ISO 9002:1994, ISO 9001:2000 and ISO/IEC 17025:1999;
  • updating the standard with information regarding the current scope of the accreditation program;
  • incorporating the content of existing accreditation bulletins; and
  • correcting minor formatting and spelling errors.

In addition to issuing a revised accreditation standard, Measurement Canada has also issued in electronic format, a guidance document, S-A-01-G:2002. This document contains guidance, direction and clarification regarding the development and implementation of quality systems that are intended to satisfy the requirements of S-A-01:2002.

It is important to note that the guidance document does not contain additional requirements, and that the existing accreditation program requirements will not change as a result of issuing S-A-01:2002.

Existing accreditation bulletins ACC-1 through ACC-12 and ACC-14 are no longer valid as a result of issuing S-A-01:2002. Accreditation bulletin ACC-13 and ACC-15 are still valid, however the content of these bulletins will be reviewed to determine if it can be relocated to other documents.
