2003-01-10 Implementation of the Provisional Specifications on Electricity metering (PS-E-09) by Accredited organizations
The purpose of this communiqué is to clarify the time lines for the full implementation of the provisional specifications on electricity metering (PS-E-09) by accredited organizations.
There are a variety of technical details to be attended to prior to the implementation of these requirements. Measurement Canada will not be in a position to modify existing or grant new accreditations which put forward the use of these requirements, until these issues are addressed.
Organizations may begin revising their documentation immediately but will not be able to implement the new requirements until all technical issues are addressed. For example, Measurement Canada’s laboratories must ensure that reference, transfer and working standards are calibrated and certified in order to cover new test points required by the provisional specifications and in turn, Measurement Canada District offices must certify accredited organizations’ test consoles to include the new test points. Another technical issue that needs to be addressed prior to accrediting organizations to the new requirements is the revision of Notices of Approval to indicate if a meter is eligible for reduced testing.
In order to meet the implementation deadline set out in PS-E-09 it is recommended that accredited organization submit their revised procedures prior to June 1, 2003. This will allow Measurement Canada to control accreditation workload issues more effectively.
Modifications to procedures and work instructions will be treated as minor revisions that require regional acceptance. Once the affected documentation has been accepted and all technical issues addressed, implementation may occur immediately. Implementation will be followed up at the first subsequent surveillance activity or expansion of scope audit, ideally within six months.
