Health Infrastructure Renewal Fund (HIRF) 2005-2006

The Health Infrastructure Renewal Fund (HIRF) was established in 1999 to assist hospitals renew their healthcare facilities. In 2004, the program was reformed to make minor capital project approvals more efficient and to distribute infrastructure renewal funds to hospitals annually. The HIRF grant supplements an institution's existing renewal program and helps healthcare facilities address any renewal needs on a priority basis.

The HIRF allocation is distributed to public hospitals using an activity-based distribution formula. The formula provides for an initial per site minimum allocation. After the initial minimum per-site allocation, a distribution of the remainder of the HIRF using an activity-based measure derived from Ministry of Health and Long-Term Care base operating funding is provided to each hospital corporation. The formula includes a northern adjustment to reflect the greater costs of developing capital projects in the north.

After ministry approval, hospitals can use their HIRF grant to develop minor capital projects that extend the useful life, or result in an improvement in the quality or functionality of hospital facilities but that will not result in an increase in operating funding from the ministry.
