McGuinty Government Welcomes Report on Governance of Quinte Health Care Corporation
Recommendations to be discussed with local community organizations

TRENTON – The McGuinty government today released a report with recommendations to improve the governance of Quinte Health Care Corporation, prepared by R. Scott Rowand, former President and CEO of Hamilton Health Science Corporation.

“I commend Mr. Rowand for his thorough and thoughtful work in preparing this report,” said Health and Long-Term Care Minister George Smitherman. “Over the coming months, he will discuss his findings with local community groups and health care partners.”

The report, New Beginnings: An Assessment of Governance and Related Matters at Quinte Health Care Corporation – for the Ministry of Health and Long-Term Care, includes a number of recommendations to enhance the governance of Quinte Health Care Corporation (QHC) including :

  • That QHC change its Board structure to one consisting of not more than 16 members and with ex-officio representation limited to the Chief of Staff, President and Vice President of the Medical Staff Association and the Chief Executive Officer
  • That QHC amend its Bylaws to provide for the election of at least one director from each of its primary service areas
  • That the Board of QHC mandate the development of a new strategic plan in collaboration with the South East Local Health Integration Network.

Last November, at the request of Minister Smitherman, R. Scott Rowand was appointed to conduct an assessment of the governance at Quinte Health Care Corporation. He is currently an Assistant Professor at McMaster University, and is the former President of the Association of Canadian Teaching Hospitals and former Chair of the Ontario Council of Teaching Hospitals.
