Tier 3 Provincial Working Group

The Tier 3 Provincial Working Group (PWG) was formed by the Deputy Minister of Health and Long-Term Care in the Fall of 2005. It was charged with the task of developing principles to help guide the Tier 3 divestment process. Tier 3 divestment involves the transfer of "non-bedded" mental health programs and services that public hospitals received from former Provincial Psychiatric Hospitals during Tier 1 and 2 divestment, to community mental health agencies, where appropriate.

The working group comprised four representatives from public hospitals that received non-bedded mental health services from former Provincial Psychiatric Hospitals (PPH), four representatives from non-profit community mental health agencies and one regional representative from the Ministry of Health and Long-Term Care (MOHLTC). Members of the PWG were chosen for their expertise in the field of mental health service delivery, their interest and/or professional involvement in program delivery and service divestment.

The guiding principles in the final report are recommended by the Tier 3 PWG to the MOHLTC to ensure that a consistent approach to the process of Tier 3 transfer occurs across the province. The Tier 3 PWG was focused on improving service integration, co-ordination, and building capacity within the mental health system. Members of the PWG were committed to expanding cross-organizational relationships between community agencies and hospitals to facilitate seamless service delivery to individuals and to ensure that mental health services are flexible to correspond with an individual's degree of illness and/or wellness.
