Hospital Planning and Accountability
Ontario's hospital sector has made significant progress in the last two years by evolving to establish a multi-year funding and planning framework. The new framework supports the Ontario government's efforts to enhance hospital stability and accountability by providing a more sustainable financial footing. This new framework is comprised of the Hospital Annual Planning Submission (HAPS), and the Hospital Accountability Agreement (HAA), which were introduced in 2005/06. The 2007/08 HAPS/HAA process is now underway. The Ministry of Health and Long-Term Care is leading negotiations with Ontario's 14 Local Health Integration Networks (LHINs) as its partners. The ministry will be signing the 2007/08 accountability agreements with hospital Boards. The objective is to have negotiations completed by mid January, and all agreements signed by the end of January 2007 in preparation for the assignment of the HAAs to the LHINs, which is anticipated for April 1, 2007.
