Ontario District School Board Progress Reports


The government is committed to building confidence in the publicly funded education system through transparency and accountability.

With the support of the Ministry of Education, Ontario’s school boards are making progress towards helping all students reach their greatest potential. That positive momentum is captured board by board in the new District School Board Progress Reports.

Eight indicators have been selected to measure each board’s progress and will be updated when new data becomes available.

The selected indicators represent some of the government’s education priorities including class size in the primary grades, improved literacy rates and sound financial management.

More indicators will be developed over the coming years, with the advice of an advisory committee composed of representatives from the general public and the education sector.

Provincewide Progress

Over the past three years, more students across the province have been able to succeed.

Ontario’s elementary students

  • 64 per cent of English-language Grade 6 students met the provincial standard in reading in 2005-06 — an eight percentage point increase from 2002-03.
  • 68 per cent of French-language Grade 6 students met the provincial standard in reading in 2005-06 — a ten percentage point increase from 2002-03.
  • 48 per cent of Ontario’s primary classes met the target of 20 students or fewer in 2005-06 — up from 31 per cent in 2003-04.

Ontario’s secondary students

  • 60.5 per cent of Ontario students earned 16 or more credits by the end of their second year of high school in 2005 and are on track to graduate in four years.
  • 84 per cent of English-language students passed the Grade 10 literacy test in 2005-06 — a 12 percentage point increase from 2002-03.
  • 81 per cent of French-language students passed the Grade 10 literacy test in 2005-06 — a two percentage point increase from 2002-03.

Fiscal management

60 of 72 school boards reported to the ministry an actual financial position that was balanced or a surplus for the 2004-05 school year.
