Overview

PIR is the ministry responsible for managing infrastructure planning and priority setting for the Government of Ontario. It works closely with other Ontario ministries to make strategic investments that will meet the needs of a growing population and economy by:

  • Identifying what infrastructure developments will most benefit key public sectors and the standard of living in Ontario over the long run
  • Finding the best models for financing infrastructure project, and
  • Ensuring the stock of public infrastructure assets in Ontario is maintained in a state of good repair.

It's not enough to simply invest more in public infrastructure. Smarter investments are needed so that the right infrastructure is built in the right place in a way that is transparent, open and fair and that gets the best value for money. PIR is responsible for collaborating with other ministries to develop policy and plans for growth. PIR works with these ministries and partners to ensure that the government’s investments in the key sectors – such as water and wastewater, transportation, health, schools, post-secondary education and affordable housing – will deliver the intended results.

Major Responsibilities

  • Reviewing and evaluating infrastructure plans submitted by partner ministries and making recommendations to Cabinet for the Government's overall annual capital plans
     
  • Overseeing the implementation of the Government of Ontario's Annual Infrastructure Plan including the management of in-year risks and pressures
     
  • Developing sector-specific infrastructure strategies
     
  • Negotiating with the Government of Canada on cost-shared infrastructure programs such as the Canadian-Ontario Municipal Rural Infrastructure Fund (COMRIF)
     
  • Coordinating the delivery of infrastructure programs through Ontario government ministries
     
  • Determining the most effective financing and procurement strategy for public infrastructure projects in Ontario
     
  • Developing a growth plan for Ontario's Greater Golden Horseshoe and other parts of the province
     
  • Increasing the availability of affordable housing for needy families in Ontario
