Our Organization

How we are organized

The Ministry of Government Services (MGS) supports the modernization of government operations and the provision of cost-effective services to consumers, businesses and the Ontario Public Service. MGS combines the former Ministry of Consumer and Business Services with sections of the former Management Board Secretariat. It is also responsible for leading the development of human resources policies and programs for the Ontario Public Service. Priorities of MGS will support the legislative framework that protects the public interest in areas such as privacy, freedom of information and consumer protection.

Michelle E. DiEmanuele
Deputy Minister

Michelle DiEmanuele was appointed to her current position following the June 2005 amalgamation of Management Board Secretariat, the Ministry of Consumer and Business Services and the Centre for Leadership and Human Resource Management into the Ministry of Government Services. She was first appointed Deputy Minister and Associate Secretary of the Cabinet, Centre for Leadership and Human Resource Management, Cabinet Office, on April 5, 2004.

Michelle rejoined the Ontario Public Service in 2004, following her appointment as Vice President of Branch and Small Business Banking, Retail Markets/Human Resources for CIBC. Previously, she was Vice President of Human Resources and Organizational Development for Brookfield Properties Ltd. Michelle began her career in 1986 as a Senior Policy Advisor to the Ontario Government Caucus. She moved swiftly through a number of progressively responsible management and project management positions and worked in eight ministries over a 15-year period.

 
Catherine Brown
Assistant Deputy Minister, Human Resource Management and Corporate Policy Division
 
Catherine is currently the Assistant Deputy Minister of the Human Resource Management and Corporate Policy Division, Centre for Leadership and Human Resource Management.
Catherine has been a policy professional within the OPS for over 18 years. Prior to her current position, Catherine held senior positions at the Ministry of the Environment, including Acting Assistant Deputy Minister, Integrated Environmental Planning Division; Director, Strategic Policy Branch; and Director, Waste Management Policy Branch.

Catherine has also held positions of responsibility with Cabinet Office, the Ministry of Health and Long-Term Care and the Ontario Women's Directorate.

  

Angela Coke
Assistant Deputy Minister Modernization Division, Modernization Secretariat

In May 2006, Angela Coke was appointed Assistant Deputy Minister, Modernization Division in the Modernization Secretariat, Ministry of Government Services.

In 2005, Angela led the OPS Youth and Young Professionals Strategy development project for the Centre for Leadership and Human Resource Management.  Between 1999 and 2005, Angela held a number of senior management positions at the Ministry of Health and Long-Term Care, including: Lead, Internal Transformation Project; Acting Executive director, Corporate Services and Organizational Development Division; Director, Corporate Management Branch; Director, Business Improvement Office; and Manager, Business Transformation Projects.

 
Rob Dowler
ADM, Policy and Consumer Protection Services

Policy and Consumer Protection Services Division (PCPSD) oversees policy development related to over 60 consumer and business statutes. It also provides liaison and oversight functions for eight delegated administrative authorities, as well as 12 agencies, boards and commissions. PCPSD also delivers Ontario's Consumer Protection program handling over 70,000 consumer complaints each year.

Prior to joining MGS, Rob was an ADM and director at the former Ministry of Consumer and Business Services. He has also been responsible for various policy and operational areas at the Ministry of Municipal Affairs and the Ministry of Housing. Before he joined the OPS, Rob was an urban planner with the City of Ottawa. He also worked for various private firms as a management consultant.

 

Gayle Fisher
Assistant Deputy Minister, Employee Relations Division

Gayle Fisher is Assistant Deputy Minister, Employee Relations Division, with the Centre for Leadership and Human Resource Management (CFL/HRM). Gayle's division, in its role as Corporate Employer for the Ontario Public Service, manages employee relations, establishes labour relations strategies and policy, and leads collective bargaining for the Government of Ontario.

Gayle has been a civil servant in Ontario since 1990. Before her current position, she was Director of Human Resources with Management Board Secretariat and Director of Organizational Change and Development with the Ministry of Community and Social Services. From 1994 to 1996, Gayle was a Corporate Staff Relations Officer with the Corporate Labour Relations/Negotiations Secretariat. She has come full circle to arrive at her position as ADM for the division.

 
Marty Gallas
Chief Information Officer (A), Government Services Delivery Cluster


Marty was appointed to the position of Assistant Deputy Minister and Chief Information Officer, Central Agencies I&IT Cluster (CAC) in July 26, 2004. Before assuming the CIO role for both GSDC and CAC, Marty was Head of Business Solutions and Technology Infrastructure branches within CAC. He played a key role in designing the organizational model and in moving CAC ahead in the delivery of IT services and applications in support of its customers. Marty joined the Ontario Public Service in 1981 and has extensive experience managing large complex applications and technology infrastructure, and leading organizational change to improve service delivery.

 

Stephen Patterson
Director, Legal Services Branch

Stephen became Director of Legal Services Branch for the Ministry of Government Services after the ministry's creation in June 2005. Since his call to the Bar in 1986, Stephen has consistently practised in the areas of labour and employment law, moving into a management role with the Legal Services Branch of Management Board Secretariat in 2001. First as Deputy Director of the Labour Practice Group, then in 2004 as Director of the Branch, his role has evolved from that of a very active labour litigator to a more strategic and advisory function for the Ministry and his clients across government.

 

Dave Hallet
Associate Deputy Minister, Ontario Shared Services

David Hallett was appointed to the position of Associate Deputy Minister for the newly created Ontario Shared Services (OSS) on July 26, 2004.  Before assuming the position of Associate Deputy Minister, David was Chief Information Officer for the Central Agencies I&IT Cluster (CAC), a position he held from July 2000 to July 2004. In that position, David led an organization of IT professionals who were dedicated to supporting the many needs of its customers within Cabinet Office, Management Board Secretariat and the Ministry of Finance. David joined the Ontario Public Service in July 2000 from the private sector, where he spent more than 15 years as an executive at two Canadian corporations, Loblaw Companies Limited and the Oshawa Group Limited.

 
Dianne Lone,
Director (A), Communications Branch

Dianne Lone was appointed Director of Communications (A) of the Ministry of Government Services (MGS) in October 2006. Prior to that, Dianne was the Assistant Director of Communications with MGS.

After graduating with a Bachelor of Arts degree from York University, Glendon College, in 1979 she has excelled in both the public and private sectors.  She served as Associate Editor for Canadian Business Magazine in 1984, and prior to that, worked as a writer/copy editor for Maclean's magazine.  Since joining the OPS in 1986, Dianne has held a variety of senior-level positions at the Ministry of Finance, the Ministry of Community and Social Services and the former Ministry of Consumer and Business Services.

 

Patricia Li
Assistant Deputy Minister Modernization Program Management Office, Modernization Secretariat

Patricia's professional and business experience covers both the private and public sectors. Early in her career she practiced public accounting at PriceWaterhouse International, focusing on the financial and manufacturing sectors. She also worked for several national retail corporations of consumer products. Patricia joined the Ontario Public Service as an Economist with the Workers' Compensation Appeals Tribunal and established its first case management information system. She held progressively responsible positions in the Ministry of Citizenship and Culture in community development and partnership funding programs involving private sector corporations and non-government organizations. At the Ministry of Consumer and Business Services, she held senior policy positions on liquor and gaming policies and managed agency relations.

 

Donna Marafioti
Assistant Deputy Minister, Human Resources Service Delivery Division
 
Since September 2004, Donna has led the transformation of Human Resources services in the Ontario Public Service. Through significant and lasting structural, business and cultural change, Donna has created an HR service model that is fast becoming recognized as a leading-edge public sector HR organization that is strategic, process-smart and integrated.

Prior to her tenure at the Ministry of Government Services, Donna built a record of success during almost 10 years of executive leadership in a variety of ministries.

In addition to her executive leadership of the HR Service Delivery Transformation Project, Donna leads a senior team of 20 ministry HR Directors who deliver HR services across all OPS ministries in all regions of the province.

 

Ron McKerlie
Corporate Chief Information and Information Technology Officer and Chief Strategist, Service Delivery

Ron J. McKerlie joined the Ontario Public Service as Corporate Chief Information and Information Technology Officer and Chief Strategist, Service Delivery effective October, 2005.

Ron is uniquely qualified to bridge the gap between quality service delivery and information technology support. He was previously Vice President of e-Business for Rogers Communications Inc., where he was responsible for the end-to-end automation of sales and services via the web channel. Prior to Rogers, Ron worked for 20 years for the Bank of Montreal in a dozen roles, including Vice President, Electronic Banking; Vice President, Smart Card; and most recently, Senior Vice President, eBusiness, where he had responsibility for enterprise web-based initiatives.

Morag McLean
Assistant Deputy Minister, Centre for Leadership and Learning

In June 2004, Morag McLean was appointed Assistant Deputy Minister, Centre for Leadership and Learning now in the Ministry of Government Services.

Primary activities include: supporting executive services through the development of a talent management strategy; delivering a learning strategy; helping to drive leadership capacity in the agencies, boards and commissions; and developing and implementing a youth and new professionals strategy. Prior to this appointment, Morag was Director of the Executive Programs and Services Branch at the former Centre for Leadership and was instrumental in the initial conception of Centre for Leadership. Since joining the OPS in 1977, Morag has held a variety of senior-level positions at the former Management Board Secretariat; the Ministry of Agriculture, Food and Rural Affairs; and the former Ministry of the Solicitor General.

 
Miriam McTiernan
Archivist of Ontario

Miriam McTiernan was appointed Archivist of Ontario in March 2000. She has 17 years of previous archival experience, culminating in her appointment as Yukon Territorial Archivist. She also served in the Yukon government as Assistant Deputy Minister and Deputy Minister in the departments of Government Services, Economic Development, and Renewable Resources.

Immediately prior to joining the Archives of Ontario, she was the Chief Executive Officer of the Human Resources Professionals Association of Ontario (HRPAO). Ms. McTiernan holds degrees from National University of Ireland and Queen's University, Kingston as well as a diploma from the University of Victoria, B.C.

 

Cathie Rogers
Director, Human Resources Branch
 
Cathie joined the former Management Board Secretariat (MBS) as Director, Human Resources Branch in April 2005, and has since become Director of Human Resources for the Ministry of Government Services (MGS). Before that, Cathie acted as Chief Administrative Officer for the Ministry of Transportation (MTO).

During her more than 32 years in the OPS, Cathie has worked in a wide range of positions, including administration, operations, engineering services and internal audit (including at the Toronto Transit Commission).

Cathie has extensive management and business process re-engineering experience, having worked in district, region and head office levels in a large decentralized ministry. Cathie also brings extensive change management experience and project leadership skills related to contingency planning, organizational reviews, alternative service delivery and the Ontario Works Program.

 
Bob Stark
Chief Executive Officer, ServiceOntario

Bob Stark became the Chief Executive Officer for ServiceOntario effective June 5, 2006. Bob came to the OPS from an extensive and successful career, most recently serving as President of PlayCentric Corporation, where he was instrumental in establishing business development strategies.

Bob also held the position of Vice President, National Customer Service at Rogers Communications Inc., and brings a 20-year career in retail and international banking with ScotiaBank. He brings a wealth of skills and knowledge in customer service and in service channel management.


Melissa Thomson
Executive Assistant and Director of Operations, Deputy Minister’s Office

Melissa joined the Ontario Public Service in 1999 through the Ontario Internship Program. Since then, she has worked in both central agencies and line ministries on several key policy initiatives, including the development of the government's first ever policy on citizen engagement.

In 2003-2004, Melissa was part of the creative team that developed, launched and implemented the premier's first Ideas Campaign and Budget Consultations. The team's efforts resulted in over 11,000 ideas, the current government's first budget and an externally adjudicated Diamond Award. Prior to joining the Ministry of Government Services, Melissa was a senior policy advisor in Cabinet Office, focusing on intergovernmental affairs, justice, economic and resource files.
