Declaration of Services to the Public
QUALITY SERVICES FOR CITIZENS : A PRIORITY
Serving citizens well is not a new idea in the Québec
government. The quality of services has always been a concern of
civil servants throughout the government. The Public Administration
Act, assented to in May 2000, reaffirms the priority placed by the
Administration on quality services for the public.
In particular, the Act states that government departments and
bodies providing services directly to the public must be
responsive, in light of available resources, to the expectations
expressed by the public. But the Act goes further, by making it
mandatory for departments and bodies to publish a service statement
if they provide services directly to the public (which includes
both individuals and enterprises) and are subject to Chapter II of
