If the foreign worker you wish to hire is already in Québec as a tourist

He or she must submit an application for a CSQ to the Immigration-Québec office serving his or her country.

If a guaranteed job offer is approved by the MICC, the foreign worker will be asked—either by mail or during the selection interview, as the case may be—to sign an undertaking application form. This form, which must be appended to the application for a CSQ, stipulates that the worker agrees to occupy this job as soon as he or she is admitted to Canada as a permanent resident.
