Low-skilled worker (other than seasonal agricultural worker)

Procedure

You may hire a low-skilled worker in Québec (Skill Level C or D under the National Occupational Classification), in a sector other than the agricultural sector if your offer of temporary employment is approved by Human Resources and Social Development Canada (HRSDC) and the Ministère de l’Immigration et des Communautés culturelles (MICC).

Follow the steps indicated in the general procedure to obtain the necessary authorizations to hire a foreign worker on a temporary basis.

Note that you must:

  • have made a reasonable and satisfactory effort to recruit Canadian citizens or permanent residents to fill your offer of temporary employment
  • cover all recruitment costs related to the hiring of the foreign worker
  • pay full roundtrip airfare for the foreign worker
  • sign an employer-employee contract (PDF, 84 Kb) outlining wages and duties, among other things
  • help the worker find suitable, affordable accommodation
  • provide medical coverage until the worker is eligible for provincial health insurance coverage by the Régie de l’assurance maladie du Québec
  • register your worker with the Commission de la santé et de la sécurité du travail.


  USEFUL INFORMATION  
  • Please be aware that foreign workers filling NOC Skill Levels C&D occupations other than in the agricultural sector can work in Québec for a maximum of 12 months. Workers must return to their home country for four months before applying for another work permit.
