Submitting a collective sponsorship application

  USEFUL INFORMATION  
The aim of the collective sponsorship program is to provide for the admission of refugees and persons in similar circumstances based on humanitarian considerations. It does not apply to the family class of immigrants. If the person you are sponsoring is a close relative (spouse, parent, or child under the age of 22) of a Québec resident, it is appropriate to initially examine the possibility of the family member in Québec signing an undertaking, in the family class, on behalf of the sponsored. Persons sponsored in this category do not have to show that they are refugees or a person in a similar situation and their ability to integrate into Québec society is not taken into consideration. You meet the requirements and would like to submit a sponsorship application? Follow this procedure.

Procedure

You must first obtain the documents required for a collective sponsorship application kit for a group (consisting of two to five persons or mixed representation) or for a non-profit organization. Contact the Service aux garants for the Island of Montréal or the Immigration-Québec office serving the region in which you reside. The forms to be completed and a list of the supporting documents to be included with your application will be mailed to you. Read the instruction booklet before filling out the collective sponsorship application.

You must declare all of the following information in your sponsorship application:

  • all members of the immediate family of the person you are sponsoring (spouse and dependent children), even if they are not accompanying the sponsored person
  • members of the sponsored person’s immediate family who are missing, if you do not have confirmation that they are deceased.

 

When signing a sponsorship undertaking, it is crucial to avoid separating extended family members who live together and who are interdependent emotionally or financially. You must assess the family situation as a whole and sign distinct sponsorship undertakings to sponsor all the members of the extended family unit, if applicable.

  PRACTICAL ADVICE  
Once you have submitted the sponsorship application, you must inform the Service aux garants for the Island of Montréal or the Immigration-Québec office serving your region of any change in the sponsored person’s family situation, such as the birth of a child, his or her marriage, or the marriage of one of his or her children.  
     

 

There is no fee to process your collective sponsorship application in Québec in respect of a refugee or a person in a similar situation who is abroad.

The next steps

If your sponsorship application is accepted, you will receive a copy of your approved undertaking form and the sponsored person’s file will be sent to the relevant Canadian visa office, which will begin processing the application of the sponsored person abroad. If your sponsorship application is rejected, you will be notified in writing.

 

IMPORTANT: The acceptance of an undertaking does not automatically guarantee that a CSQ or a permanent resident visa will be issued to the person you are sponsoring. These are two separate procedures. In addition, once the sponsorship application has been accepted, a significant wait time is to be expected before the sponsored candidate is called to an interview.
