Eligible organizations
To be eligible for the program, an organization must meet the following conditions:
- be a not-for-profit, legally incorporated organization whose charter
is compatible with the program’s objectives
- be directed by an executive council or board of directors, democratically
elected and with a majority of members living in Québec, with Canadian
citizenship or permanent resident status and serving the organization as
a volunteer
- hold an annual general assembly in compliance with Section 98 of
the
Companies Act
- issue yearly financial statements including a balance sheet and a statement
of revenue and expenditures as well as an activity report
- be registered with the Registraire des entreprises.
Furthermore, the organization must:
- demonstrate its roots in the community
- be committed to associative life and democratic principles
- be free to determine its mission, orientations and practices.
Non-eligible organizations
The following organizations are not eligible for this program:
- municipal councils
- development agencies belonging to the health and social services networks
and institutions as defined in An Act respecting Health services and social
Services
- school boards and private and public educational institutions
- political associations and partiess
- organizations that are in debt to the MICC under one of its programs
and that have not reached a reimbursement agreement with the MICC or have
failed to respect such an agreement.
Criteria used to evaluate the eligibility of an organization
The following criteria are considered to varying degrees depending on the
project presented, the territory, the organization’s mission and the
service needs of the clientele. The organization is asked to demonstrate how
it fulfills these criteria in its application for financial assistance, specifically
in terms of the following:
- volunteer recruitment
- diversity of funding sources (annual membership fees, self-funding)
- organizational structure that enables it to manage a project or activity
- demonstrated capacity to monitor projects related to the program’s
objectives
- active participation in the territory’s local consultation networks
- recognized in its milieu for its interest in new immigrants and the
quality of its services
- knowledgeable staff in terms of receiving or settling eligible persons
or helping them to adapt to the job market
- provision of services to all eligible clienteles without discrimination
as defined in Section 10 of the Charter on Human Rights and Freedoms.
Obligations of participating organizations
Organizations that conclude an agreement with the MICC must accept the following
conditions:
- carry out activities or offer services stipulated in the agreement for
the sum established under the terms of that agreement
- transmit to the MICC personal information on the eligible clientele served
under the program, based on the terms established for financial reporting
- submit to the MICC financial and operational reports as stipulated under
the agreement (for all subsidies equal to or greater than $25,000, issue
audited financial statements for the organization’s last complete fiscal
year, including a balance sheet, statement of revenue and expenditures and
a detailed statement of the use of the financial assistance received)
- disclose its other funding sources; these must cover costs other than
those already covered by the MICC’s contribution
- authorize MICC representatives to verify the organization’s registers
to ensure that the terms of the agreement were respected
- cooperate with MICC representatives in the evaluation of services and
activities
- under the Gouvernement du Québec’s Programme d’identification
visuelle (PIV), ensure visibility of the MICC according to the terms approved
by the MICC representative prior to its disbursement of the funds.
