All players in the international arena use a range of instruments to
formalize and guarantee the undertakings they make towards each other. This is
an effective way to establish long-lasting relations that generate positive
benefits.
Since 1964, Québec has signed around 550 undertakings in a wide range of
fields, including social security, culture, education, economic development,
driver’s licences, international adoption, the environment, science and
technology, communications, and so on.
The Ministère des Relations internationales coordinates the drafting of
Québec’s position, which is then forwarded to the federal negotiators during
international negotiations leading up to the signing or ratification of
international agreements affecting areas under Québec’s jurisdiction.
