In force since December 20, 2001, the Civil Protection Act is the Government of Québec's response to the recommendations of the Nicolet Commission Report, "Pour affronter l'imprévisible". This report analyzed the ice storm that ravaged southwestern Québec in January 1998. It' s the key
point in the reform of Québec's civil protection system.
