At all our service points, you will be treated by our staff with courtesy. You will be directed by clear, accurate and visibly placed signs.
Providing information
We will be pleased to provide you with all the information you need to complete each of our forms. However, it is not our job to give you legal opinions or prepare your legal documents.
We will also provide you with information documents on new laws and regulations under the jurisdiction of the Ministère de la Justice that have a direct impact on your rights and obligations.
Our goal is also to continue our work to ensure that all the laws, regulations and forms produced by the Ministère de la Justice are clearly and correctly written.
If you contact us by phone, your call will be answered quickly and courteously. The person taking your call will state his or her name and administrative unit. If the person to whom you wish to speak is not available, or if you are transferred to a voice mail system, your call will be returned as quickly as possible.
If you contact us by mail or e-mail, you will be given the name and contact information of the person responsible for dealing with your enquiry, and you will receive a reply within 30 days. If we fail to respond within 30 days, we will tell you why and set a new deadline.
Facilitating court appearances
In 1998, the Ministère de la Justice du Québec, in collaboration with judges and advocates belonging to the Barreau du Québec, adopted the Statement of Principle regarding Witnesses that sets out measures to facilitate the role played by witnesses. Anyone who is called upon to serve as a witness can obtain this document at one of our service points, or on the Ministère de la Justice website.
In addition to the objectives contained in the Statement of principle regarding witnesses, we add the following: if you are summoned to appear in court, either as a witness or a victim, you will receive notification at least 15 days before the date of the hearing. If, for some reason, your presence in court is no longer required, you will be notified as quickly as possible.
Specifically, if you are a crime victim, our objectives are to:
provide you with all the information you need concerning the judicial process, and concerning your rights and recourses;
- provide you as soon as possible with the name and contact information of the person who will present your case before the courts;
- inform you of the support and guidance services available in your area;
- forward to you, within ten days of the court appearance of the accused, a form that you can use to bring to the court’s attention the consequences that the crime has had on you as an individual and on your life;
- give you access, during the hearing, to a room where you can wait to testify without being brought into contact with the accused;
- take steps to allow children, when required by circumstances and authorized by the court, to testify without having to be in the presence of the accused;
- inform you of decisions that involve you during the entire duration of the proceedings;
- inform you immediately of the release of your alleged assailant, of the conditions imposed by the court and of any changes to those conditions in the course of the proceedings.
If you are required to serve as a juror, we will provide you with information regarding your role, and the measures taken to ensure that your rights are respected. We will pay, each week, the benefits and allowances to which you are entitled under existing regulations.
Avoiding delay
If you wish to form a civil union with another person, you will be able to obtain an appointment within 15 days, and we will do everything in our power to ensure that your union is celebrated in a friendly atmosphere.
If you wish to file a suit for a small claim, you will be able to obtain an interview with a court clerk within 15 days.

Register of personal and movable real rights
If you are a creditor, and wish to publicize your rights to personal property, or the prospective purchaser or lessee of a road vehicle, mobile home, boat or company, you may need to consult the Register of personal and movable real rights.
In all cases, you can depend on the fact that all the documents you submit will be certified on the same day.
If you cannot consult the Register in person, you can also access the service by mail, telephone, fax, e-mail, via our website or through a secure transfer of your electronic file.
You may consult the electronic version of the Register at the following address www.rdprm.gouv.qc.ca , between 8: 30 a.m. and 9 :00 p.m. on weekdays and between 8: 30 a.m. and 5:00 p.m. on Saturdays. Applications for registration may be submitted electronically 24 hours a day, 7 days a week.
Offences and fines
If you receive a statement of offence, or if you must pay a fine , you can call a toll-free information line and speak with a staff member during the office hours posted at each service point.
