The contribution of Québec
to the
implementation of the 1996 Canada—EU Action
Plan allowed it to
develop cooperation in various fields, to increase relations with
European partners thanks to parliamentary
relations and to defend and promote Québec’s
own interests. Québec positions itself as
the most dynamic province in terms of
cooperation with the European Union.
The Québec—EU fields of cooperation are:

Science and technology
The Canada—EU Cooperation Agreement
allows Quebec's research centres,
universities and companies to participate
in projects that are inscribed in the Sixth
Framework Programme for Research and
Technological Development.
Québec's Department
of Economic and Regional Development (Research,
Science and Technology Section) manages
the Programme de soutien à des
initiatives internationales de recherche
et d’innovation—PSIIRI
(International Research and Innovation
Support Programme) which provides
financial support for Québec researchers
involved in international research
projects.
The projects inscribed in the Sixth
Framework Programme are a priority for the
PSIIRI. An August 2003 survey shows that
over a third of the projects it supports
are conducted through the Framework
Programme.

Higher education and training
A Chaire
Jean-Monnet, the first outside Europe,
was granted to the Université
de Montréal,
in November 1993. Furthermore, the Université
de Montréal has set up, in collaboration
with the
McGill
University, a research
institution in the framework of the Canada—EU Action Plan, the European research
Institute,
which is now a leader in European
integration topics. Québec
universities also benefit from European
syllabuses in the framework of the Canada—EU
cooperation Agreement in matters relating to
higher education and training.

Parliamentary relations
Members of Québec's National Assembly have established
good relations with their counterparts of the
European Parliament. During the past years,
numerous assignments have been carried out in
the latter.
