The Geothermal Resources Act defines
a geothermal resource as the earth's natural heat and all substances that get added value
from it, including steam; water; water vapour; and all substances dissolved in the steam,
water, or water vapour obtained from well, but does not include water at less than 80
degrees centigrade at the surface or hydrocarbons.
The Titles Division issues and administers geothermal rights and regulates exploration
and drilling activities.
