Strategic and Corporate Policy is responsible for financial and corporate sector policy, competitive tax policy, and equitable federal-provincial fiscal relations. This includes providing analysis and advice on federal-provincial fiscal relations, developing legislative and regulatory frameworks for British Columbia's financial and corporate sectors, improving the fairness and competitiveness of the provincial tax system and coordinating the ministry's non-budget legislative process.

The Division has three branches:

  • Financial and Corporate Sector Policy Branch
  • Intergovernmental Fiscal Relations Branch
  • Tax Policy Branch

Financial and Corporate Sector Policy branch provides policy analysis and advice to government regarding the financial and corporate sectors generally, and in particular regarding:

  • the regulatory frameworks applicable to credit unions, trust companies and insurance companies operating in British Columbia, the province’s securities market, and the sale of real estate, insurance and mortgages in British Columbia.
  • the legal frameworks applicable to companies, societies, partnerships and condominiums, the use of personal property as collateral for loans and various liens.

Intergovernmental Fiscal Relations branch provides analysis and advice on federal-provincial fiscal relations, analysis in certain income security areas involving federal-provincial planning and/or funding, and the analysis of comparative fiscal issues involving provinces and the federal government. The branch provides estimates of equalization and health and social transfers and advises on the fiscal situation of the federal government and other provinces and issues related to provincial stewardship of the Canada Pension Plan.

Tax Policy branch provides tax policy analysis and advice to the minister. It supports the implementation of government tax policy through legislation and regulation.
