Overview of the Land Title and Survey Authority (LTSA)

The Land Title and Survey Authority of British Columbia (the "Authority") is an independent, not-for-profit corporation without share capital. It is established under the Land Title and Survey Authority Act (the “Act”) and has responsibility for managing, operating and maintaining British Columbia’s land title and land survey systems. The Authority is responsible for the following three main functions:

Land Title Division – ensuring the continued integrity of BC’s Torrens system for registering land titles;
Surveyor General Division – maintaining the quality of the land survey structure of the Province and issuing Crown Grant documents that transfer Crown land
into private ownership; and
Corporate Services Division – provides the Authority with finance, human resources and corporate support services.

The Authority operates independently from the provincial government, but must meet obligations and targets that the provincial government has established for it in a written operating agreement. The operating agreement has a term of 60 years, with the provision to renegotiate the revenue arrangement between the Province and the Authority every 10 years.

Among other things, the operating agreement enables the Authority to collect fee revenue to underwrite the costs of meeting its mandate. The Act and the agreement specify that the Authority must not earn profits.

The Authority is governed by an eleven-member Board of Directors and operates according to approved by-laws and procedures as set out in the Consolidated By-laws, Board Governance Manual, and Corporate Policies. The Board's role, composition, and the processes for Board member appointment, are all established by the Act. The Board is responsible for overseeing the strategic direction and governance of the Authority. A Stakeholder Advisory Committee advises the Authority on matters related to the Authority’s mandate, including the effectiveness of improvements to Authority activities, programs and services.
