Programs & Services
- Beverage Container Program
Consumers who purchase ready-to-serve beverages in Saskatchewan must pay two fees to the Government. One is an environmental handling charge which goes to offset the environmental cost of beverage containers. The other is a refundable deposit designed to encourage consumers to return their beverage containers for recycling.
- BizPaL - Business Permit and Licence Information Service
BizPaL is an online service that simplifies the business permit and licence process for entrepreneurs, governments, and third party business service providers by providing one-stop access to permit and licence information for all levels of government. The service's primary goals are to slash document research time and help entrepreneurs start up faster.
- Business Development
Regional Economic and Co-operative Development through its eight Regional Offices located in Estevan, Moose Jaw, North Battleford, Prince Albert, Regina, Saskatoon, Swift Current and Yorkton provides assessment, information, pathfinding and referral services for business, co-operative and community economic development.
- Community Economic Development
Rural Development supports Community Economic Development by identifying economic development partners and assisting them to leverage resources and pursue opportunities to enhance wealth and job creation in the province.
- Community Initiatives Fund (CIF)
In Saskatchewan, many community activities in culture, youth and recreation are supported in part with proceeds from lottery ticket sales and casino profits. A portion of casino profits from the Regina and Moose Jaw casinos are distributed to community initiatives through the Community Initiatives Fund (CIF).
- Corporation Capital Tax
Corporation Capital Tax is imposed on corporations which have paid-up capital in excess of $10,000,000. An additional exemption of up to $5,000,000 is available for fiscal years beginning on or after January 1, 2002. The amount of the exemption is based upon the proportion of total salaries and wages that are paid in Saskatchewan by a taxable corporation and its associated corporations. Paid-up capital generally includes retained earnings, capital stock, and long term debt.
- Cultural Industries Development Fund (CIDF)
Provides funding and consultation support to develop the cultural industry sector, including the sound recording, book publishing and commercial visual arts and craft industries.
- Economic Analysis
Saskatchewan Industry and Resources provides economic and statistical analysis, forecasts, economic impact analysis, publications and competitiveness reviews.
- Economic News Report
The Economic News Report is a bi-weekly overview of recent economic indicators and development activities from across the province sourced from local media.
- Film Employment Tax Credit
The tax credit rebates 35 per cent of the total wages of all Saskatchewan labour for Saskatchewan productions and co-productions.
- First Nations Fuel and Tobacco Tax Refund Program
First Nations have the opportunity to enter into arrangements for the effective removal of the tax on fuel and tobacco purchases made by status Indians on reserves.
- First Nations Fund
The Government of Saskatchewan and the Federation of Saskatchewan Indian Nations negotiated an agreement on gaming which established the First Nations Fund. The Fund facilitates First Nations social, economic and business development.
- Fuel Tax
The Fuel Tax Act, 2000 imposes a tax on persons importing or purchasing fuel in Saskatchewan. Included in the Fuel Tax Act, 2000 are provisions for the International Fuel Tax Agreement (IFTA) which provides for the prorating of fuel taxes to all jurisdictions in which a carrier travels by the base jurisdiction.
- Insurance Premiums Tax
The Insurance Premiums Tax Act imposes a tax on insurance companies that do business in Saskatchewan. In addition, The Motor Vehicle Insurance Premiums Tax Act levies tax on gross motor vehicle insurance premiums and The Fire Prevention Act, 1992, levies tax on premiums written relating to fire insurance.
- International Fuel tax Agreement (IFTA)
The International Fuel tax Agreement (IFTA)is an agreement among Canadian provinces and U.S. states that simplifies the reporting of fuel taxes by interjurisdictional carriers. Under IFTA, the carrier files one consolidated fuel tax report with their base jurisdiction and is issued credentials which are honoured in all member jurisdictions.
- Invest in Saskatchewan
Encourages Saskatchewan employees and individuals to invest in funds or pools of capital called Labour-sponsored Venture Capital Corporations (LSVCC). These corporations invest in Saskatchewan-based small and medium-sized businesses.
- Liquor Consumption Tax
The Liquor Consumption Tax is a 10% tax on the total selling price of beer, wine, and spirits.
- Livestock Loan Guarantee Program
The program assists Saskatchewan residents to establish production associations and to borrow funds on the strength of a government guarantee to the lender and the association's assurance fund. These funds are used by the association to purchase feeder cattle, bred cattle, sheep or bison on behalf of members.
- Major Projects Inventory
The Major Projects Inventory lists major projects in Saskatchewan, valued at $2 million or greater, that are in the planning, design or construction phases.
- Manufacturing and Processing Incentives
Manufacturing and Processing Incentives consist of two Tax Incentive programs for the manufacturing and processing sector in Saskatchewan. The Manufacturing and Processing Profits Tax Reduction and the Manufacturing and Processing Investment Tax Credit. Both programs apply to firms in the manufacturing and processing industries.
- Northern Capital Grants Program
The Northern Capital Grants Program provides financial and technical assistance to northern communities for the construction or upgrading of municipal facilities and for the acquisition of municipal equipment.
- Northern Development Fund (NDF)
The Northern Development Fund was established in February 1995 to stimulate and support economic and business development in northern Saskatchewan, and to encourage diversification and job creation.
- Northern Hire Policy
The Government of Saskatchewan's Northern Hire Policy is designed to increase the number of northerners employed with provincial departments and Crown Corporations in northern Saskatchewan.
- Northern Procurement Policy
The Government of Saskatchewan's Northern Procurement Policy ensures northern companies have the opportunity to provide goods and services to provincial government agencies in the Northern Administration District.

- Public Employee Benefits Agency (PEBA)
The Public Employees Benefits Agency (PEBA) is a central body within the Department of Finance, Government of Saskatchewan to administer pension and benefit programs for employees of the Executive Government, Crown Corporations and Government Funded Bodies.
- Public Employees Pension Plan (PEPP)

Grants under this program are intended to support First Nations and Métis business development and expansion within Saskatchewan through funding a portion of initial start-up capital and operating expenditures in businesses within key sectors of the Saskatchewan economy.
