Introduction

This information explains the procurement policies and procedures of SPMC Purchasing for the Government of Saskatchewan.

SPMC Purchasing provides centralized purchasing of both goods and services (information technology and other services) required by the Government of Saskatchewan. We provide professional procurement expertise to departments, boards commissions and the other government funded entities.

The following information describes:
  • how to gain access to opportunities;
  • how solicitations are handled;
  • how to prepare a response, and;
  • how a supplier must perform under any contract awarded.
Our mission statement is to foster a partnering relationship with the public sector organizations in Saskatchewan and with our suppliers by providing timely, effective procurement solutions based on sound advice, education and a fair, competitive open process.

Our business hours are 8: 00 a.m. - 5:00 p.m., Monday - Friday. You do not require appointments to meet with us, but we encourage you to call ahead. We make every effort to see suppliers' representatives promptly.

Overview

Each year SPMC Purchasing contracts for a wide variety of goods and services on behalf of our customers. Pens, paper, asphalt, computers, food, consulting services, lumber, vehicles are only a few examples of the many products or services that government uses.

SPMC Purchasing uses invitations to tender and requests for proposals to let businesses know of the need to acquire goods and services. The majority of these opportunities are advertised on the SaskTenders.ca and MERX electronic tendering systems.

SPMC Purchasing is a central contact point for all private sector businesses and organizations that have goods or services the government may use. We are here to assist you, so please do not hesitate to contact us. Our office locations are shown above.

How are opportunities advertised?

Our general policy is to invite competitive bids. We utilize a number of methods to request bids from suppliers for goods and services. How we proceed depends on the value of the contract and the complexity of the requirement.

For goods and services, SPMC Purchasing uses the SaskTenders.ca and MERX websites to advertise most opportunities.

For building construction opportunities, SPMC advertises in Saskatchewan's local newspapers.

What opportunities are advertised?

  • Goods

    SPMC Purchasing posts procurement opportunities over $5,000 on the SaskTenders.ca website.

  • Services

    Opportunities for services estimated at $100,000 are advertised on the SaskTenders.ca website or placed in major newspapers. Please note that SPMC Purchasing handles most information technology service opportunities, however many other service opportunities are generally administered directly by the specific department.

  • Construction

    SPMC follows the following guidelines for advertising of construction opportunities:
    • Projects estimated to cost over $100,000 are advertised in the Leader-Post and Star Phoenix papers. The advertisements will indicate where the tender documents are available for suppliers to view.
    • Projects estimated to cost between $25,000 and $100,000 are advertised in the local papers where the work is occurring. The advertisements will indicate where the tender documents are available for suppliers to view.
    • Projects estimated to cost under $25,000 are normally sourced by using invitational tenders using source lists of qualified suppliers.

How do I submit my bid?

Your bid must be complete and accurate and must be received by the date and time at the location specified in the tender document. Late bids are not accepted.

For most invitations to tenders, facsimile bids are accepted, however suppliers are responsible to ensure the complete bid is received by SPMC Purchasing.

Bids for goods tenders close at 11 AM Saskatchewan time. Bids for most service tenders close at 2PM Saskatchewan time. Please review the tender document for the specifics on time, date and location that bids will be accepted.

How are bids evaluated?

Bids are evaluated on the criteria stated in the tender. Our purchasing professionals evaluate responses based on criteria such as the following: price, delivery schedules, quality, breakdown by quantity or other services requested. Successful bids generally provide the government best overall value.

How do I find if my bid was successful?

For invitations to tender, suppliers are welcome to attend opening of responses immediately following the closing of the tenders.

For request for proposals, no public openings are held. The evaluation process and timeframes will be provided in the tender document. After the contract is awarded all suppliers may request debriefing sessions to discuss how future proposals could be improved.

All suppliers are welcomed to request a post-tender de-briefing with SPMC Purchasing officials. Please contact our office after tender closing to make your request.

What about opportunities for other government organizations such as Crown corporations (e.g. SaskTel , SaskPower) or other levels of government.

If you are interested in selling to individual Crown corporations or other levels of government, suppliers should contact these organizations directly to find details about their tendering policies.
