National Registration Database Implementation

The National Registration Database (NRD) will be launched on March 31, 2003. There are a number of issues that registrants need to be aware of in connection with the launch. They are:

Enrolment for Firms
In order to be registered to use NRD before March 31, a firm must complete enrolment forms and send them so that CDS receives them no later than February 7, 2003. You can find the forms on the NRD information web site at http://www.nrd-info.ca/en/forms.htm. You must complete the following three forms:

    1. Firm Filer
    2. Chief Authorized Firm Representative (AFR)
    3. Account Holder Authorization for Pre-Authorized Debit

Information about NRD fees is also on the NRD web site at http://www.nrd-info.ca/en/fees.htm. 

Firms will continue to register by applying directly to securities regulators as they do now. They will also have to enrol on NRD. When a new firm applies to a regulator for registration, it will have to provide proof of enrolment on NRD.

Freeze Period
On March 6, 2003, we will freeze our existing database so that we can extract data and send it to the NRD.

We currently have a backlog of registration applications. Therefore, if you send in an application for individual registration after February 5, it will not likely be processed by March 6, and therefore will not be uploaded to NRD.

Applications received after March 6, 2003 will definitely not be uploaded to NRD.

All applications not processed by March 6 will have to be re-filed on NRD beginning March 31, 2003. Therefore, we strongly recommend that you do not submit any applications to us between February 5 and March 31, 2003.

New Application Form
The Form 4 application for registration of an individual will be replaced with Form 33-109F4. You can find the new form on our web site at
http://www.sfsc.gov.sk.ca/ssc/registrationforms.shtml After February 21, 2003 the NRD rules require you to use Form 33-109F4 when you apply for individual registration. Any applications not processed by March 6 will have to be re-filed on NRD using the new form. Therefore, we strongly recommend you begin using the new form immediately to avoid having to complete it again once the NRD is launched.
