Usually, before the beginning of each fiscal year (April 1), a budget outlining the Government's plan for spending and raising money is introduced into the Saskatchewan Legislature for approval. 

The first step in approving a budget is the Budget Address, read by the Minister of Finance. 
It outlines the Government's financial plan for the upcoming year, discusses the condition of Saskatchewan's economy and puts the proposed budget in an historical context.
