Saskatchewan Environment is responsible for administering all Crown resource land in the province.  This includes authorization of land use allocations, development of Crown land policies and programs, conducting land use planning projects and administering the department’s Treaty Land Entitlement Program.

Agricultural land is administered through Saskatchewan Agriculture and Food.  Although some grazing, haying and cultivation activity does occur on resource or provincial forest land administered by Saskatchewan Environment, Saskatchewan Agriculture and Food is responsible for the majority of the land associated with these activities.

LAND ADMINISTRATION

Saskatchewan Environment is responsible for administering Crown resource and park land. Any disposition (lease, easement or permit) on this land, with the exception of park commercial leases, is the responsibility of Land Administration, Sustainable Land Management Branch.

All Crown land use requires written authorization from Saskatchewan Environment before any development or occupation of the land can occur; any land use undertaken without authorization is considered to be in trespass.  Land Administration is responsible to ensure these uses comply with department policy and legislation.  Parks and Special Places Branch administers leases for businesses operating on park land; all other park and resource land leases are administered through Land Administration.

Administration of the land occurs in two locations in the province: Regina administers land south of the Northern Saskatchewan Administrative District while Prince Albert looks after the land within the Northern Saskatchewan Administrative District.  The Prince Albert office also coordinates activities for the wild rice and sand and gravel programs.  Information is provided on various programs, services and policies.

Application forms for proposed land uses should be submitted to the local Saskatchewan Environment office and discussed with the local conservation officer or regional land manager.  The regional land manager should be contacted for larger proposals while cottage or permit requests can be directed to the local office.

POLICY AND PROGRAM DEVELOPMENT

Policy and Program Development oversees and coordinates development of all Saskatchewan Environment Crown land policy and programs.  Policy and Program Development also works closely with other departments and agencies to ensure provincial coordination of Crown land policies and programs.

Policy and Program Development is also responsible for implementing the sale and transfer of Crown resource land selected by First Nations for settlement of Treaty land entitlements.

LAND USE PLANNING

Land use planning is an ecosystem-based tool that can link the environment, the community and the economy in ways that help ensure the sustainable use of resources.  Planning is expected to integrate environmental, social, and economic values, resolve conflict, build common land use objectives, ensure openness and inclusiveness as well as adapt to global, national and local needs and preferences.
