Secretary of State (Latin America and Africa) David Kilgour announced today that
he will visit Barbados and St. Lucia on August 12 and 13.
"I look forward to productive meetings in both Barbados and St. Lucia, where
discussions on a number of important issues, including drug enforcement, regional
development and trade relations are planned," said Kilgour.
In Barbados, Kilgour will address the 12th Annual Conference on Drugs, Criminal
Justice and Social Policy organized by the International Society for the Reform of
Criminal Law. He will also meet Deputy Prime Minister and Minister of Foreign
Affairs Billie Miller to discuss human rights and other issues.
In St. Lucia, Secretary of State Kilgour will meet Prime Minister Kenny Anthony,
the new Chairman of the Caribbean Community (CARICOM), and Minister of Foreign
Affairs George Odlum. He will also meet senior officials of the Organization of
Eastern Caribbean States (OECS) and a representative of the Caribbean Customs Law
Enforcement Council (CCLEC) to discuss customs reform and the fight against
illegal drugs.
While in St. Lucia, Kilgour will sign the Memorandum of Understanding for the
Canadian International Development Agency's Human Resources Development Program
for Economic Competitiveness. This Caribbean regional program is designed to
strengthen the capacity of the region to compete in the global economy. It is
valued at $25 million, of which $9.7 million is earmarked for OECS member states,
