CANADA IMPLEMENTS UN RESOLUTION 1718 ON THE DEMOCRATIC
PEOPLE’S REPUBLIC OF KOREA
The Honourable Peter MacKay, Minister of Foreign Affairs and Minister of the Atlantic
Canada Opportunities Agency, today announced that the government is implementing
UN Resolution 1718 on the Democratic People’s Republic of Korea.
“Canada is fully implementing the Resolution, which is intended to bring North Korea
back to the Six Party Talks and to encourage it to abandon all of its weapons of mass
destruction and ballistic missile programmes in a verifiable and irreversible manner,”
stated Minister MacKay. “Canada welcomes North Korea’s agreement to return to the
Six Party Talks and hopes that the meetings resume soon.”
On November 27, the government tabled new regulations, made under the United
Nations Act, which, together with existing relevant provisions of the Immigration and
Refugee Protection Act, enabled Canada to fully implement in Canadian law the
sanctions mandated by Resolution 1718. The Regulations were published on
November 29 in the Canada Gazette, Part II.
The regulations address the embargo mandated by Resolution 1718 on the provision
and procurement of arms, related material and technical assistance. They also address
an assets freeze and an embargo on the export of luxury goods.
