The Canada Council for the Arts is a Crown Corporation operating at arm's length from the government and reporting to Parliament through the Minister of Canadian Heritage. It is governed by an 11 member Board of Directors and an Executive Director all of whom are appointed by the Governor in Council.

The business of the Canada Council is to seek out, support, disseminate, promote and celebrate the best Canadian talent and art works in all disciplines and in all parts of the country. The objective of the Council is to foster and sustain a strong cadre of artists and arts organizations in all parts of Canada whose works resonate with and stimulate the imagination of our audiences and fellow citizens. The principal tools the Council uses to achieve these goals are grants, or awards and prizes. In 2003-2004 the Council will make over $140.0 million in grants, including $9.6 million in payments to authors under the Public Lending Right Commission.

As Secretary-Treasurer, Mark Watters is responsible for the entire administration of the Council. He is the Chief Financial Officer, responsible for Finances, Financial Planning, Human Resources and Informatics. Mr. Watters also has responsibility for the Public Lending Right Commission, the Canadian Commission for UNESCO and the Art Bank.
