At the same time, we are drastically reducing our impact on the environment.

Through Technology Partnerships Canada, the Government of Canada is investing $53.3 million. This investment is part of a $213 million research and development project.

The project's aim is ambitious. It will produce a new generation of industrial gas turbines that are more durable, more efficient, and more environmentally friendly.

Scientists and engineers here at Rolls-Royce are developing improved gas turbines. The new turbines will burn less fuel, produce lower emissions, last longer, and achieve a much higher level of efficiency.

While the challenge may be formidable, our investment today, in partnership with Rolls- Royce, is a major vote of confidence in the ingenuity and dynamism of the people behind this vast project, and their ability to innovate. Success will reinforce Canada's, Quebec's, and Montreal's reputation as a centre of excellence in this critically important field.

I am confident that this project will succeed because Rolls-Royce Canada is already on the leading edge of technology -- because the skills are here, because the innovation and dynamism are here, because you've proven you can do it. You are already producing the largest, most powerful, and most fuel efficient aeroderivative engines available anywhere.

Now we're ready to take the technology to a whole new level. These advanced turbines will have a wide range of industrial applications. First and foremost, they can play a significant role in satisfying the growing demand across the country for distributed power.

This project is important for Quebec and Canada. It comes at a time when extraordinary changes are taking place in how we generate, transmit and distribute energy to power our industries and keep our computers running.

The environmental benefits of this revolution are clear to see. Already, gas turbines are displacing coal-, oil- or nuclear-generated power at public utilities.

These turbines will help us clear the air. Smog will be reduced and air quality will improve.

Ultimately, this project will get us closer to the commitment Canada made in Kyoto, Japan, to work with other nations in combatting climate change.

With this Technology Partnerships Canada investment, the company will stay on the cutting edge, and maintain the level of expertise that will position us for strong growth in the years ahead.

I am talking about expertise that can be used in many different aspects of the energy sector. I am sure that Rolls-Royce's Energy Business Unit here in the Montreal area will become even more vibrant over the next few years. It will create opportunities and add to Canada's already impressive track record in this field.

In fact, this project reflects confidence in this region's reputation for excellence in R&D in the new economy.

Recent investment decisions and remarkable advances, throughout our high-tech sector, have been impressive. They are due, in large part, to the talented people who are employed in the knowledge-based economy.

Success in the knowledge economy is all about maximizing human talent. Here at Rolls-Royce, we're lucky to have one of the most skilled and dedicated workforces on the continent.

The Government of Canada's support for this project is really an investment in the many talented people who make up the Rolls-Royce team.

On behalf of the Government of Canada, I would like to congratulate this team for all its wonderful achievements. And I would like to wish you every success with this tremendously important project.

Thank you.
