<p>Media representatives are advised that Foreign Affairs Minister Bill Graham will deliver a <strong>speech</strong> on Monday, November
4, at the Parliamentarians for Global Action (PGA) Annual Forum in Ottawa. Mr. Graham will be available to meet with
the media following the speech.</p>
<p>This year's event, from November 4 to 6, brings together more than 80 parliamentarians representing over 50 countries. The
PGA will hold a Parliamentary Assembly for the International Criminal Court (ICC) and the Promotion of the Rule of Law,
and a Special Session on the Responsibility of States to Protect. Canada has been a world leader in international efforts to
create the ICC and within the International Commission on Intervention and State Sovereignty, which was designed to
begin building a new global consensus reconciling state sovereignty with the protection of civilians from abuse and
suffering. </p>
