The Region/Department of Guadeloupe includes a few smaller surrounding islands: la Désirade, the Saints, Marie-Galante, St. Barthelemy, St. Martin. Guadeloupe, as an integral part of France (and the European Union) elects 2 seats to the French Senate and 4 seats to the French National Assembly in Paris. French regions do not have legislative autonomy nor can they issue régulations. They do levy their own distinct taxes. Guadeloupe elects on regional/departemental level, 2 councils with diverging powers. The Regional Council has 41 members, elected for a 6 year term by proportional representation. The General Council has 42 members elected for a 6 year term in single seat-constituencies.
