DIPLOMATIC APPOINTMENTS
Foreign Affairs Minister Lloyd Axworthy today announced the following diplomatic
appointments:
Marc Lemieux becomes Roving Ambassador for Central Africa.
Duane Van Beselaere becomes High Commissioner to Barbados, with concurrent
accreditation to Antigua and Barbuda, and St. Vincent and the Grenadines.
Peter F. Walker becomes High Commissioner to the Republic of India, with
concurrent accreditation to the Kingdom of Nepal as Ambassador.

Biographical Notes
Marc Lemieux, (BA, Laval University, 1963; MA, Laval University, 1967) joined the
Trade Commissioner Service in 1967. He served abroad in Hong Kong and Dallas, and
as Consul General in Rio de Janeiro, Ambassador to Ethiopia, Consul General in
Detroit and Ambassador to Algeria. Since 1995, Mr. Lemieux has been High
Commissioner to the Republic of Trinidad and Tobago. In Ottawa, he held positions
in a number of divisions, including Personnel and the Food Products Division in
Industry, Trade and Commerce, as well as South and Southeast Asia Trade
Development Division in the Department of External Affairs. From 1993 to 1995, he
was the interim Regional Executive Director, Quebec Region, on secondment with
Industry Canada. He is married to Lise Bergeron-Lemieux, and they have two
children. Mr. Lemieux succeeds Marius Bujold.
Duane Van Beselaere, (BComm. [Economics], University of Saskatchewan, 1966) joined
the Trade Commissioner Service in 1966. He served abroad in Sydney, Hamburg,
Lagos, Washington and Bonn, where he was Minister-Counsellor (Economic/Commercial)
from 1988 to 1992. In Ottawa, he served as Director, Services and General Trade
Policy Division from 1983 to 1988 and as Advisor, Multilateral Trade Negotiations
Branch from 1992 to 1993. In 1993 he was appointed as Associate Chief Air
Negotiator, where he was responsible for international air transport negotiations,
and since 1994 has been Chief Air Negotiator. Mr. Van Beselaere is married to
Dagmar Van Beselaere, and they have two children. He succeeds Colleen Swords.
Peter F. Walker (BA Honours [Economics and Political Science], Queen's University,
1964) joined the Department of External Affairs in 1964. He served abroad in
Jakarta, Moscow, and in Paris as Minister-Counsellor and Deputy Permanent
Representative to the Organization for Economic Co-operation and Development.
Since 1993 he has been Ambassador to the Republic of Austria, with concurrent
accreditation as Permanent Representative to the Organization for Security and Co-operation in Europe, to the International Atomic Energy Agency, and to the United
Nations in Vienna. In Ottawa, from 1985 to 1988, Mr. Walker served successively as
Director General, U.S.S.R. and Eastern Europe Bureau and Director General, Western
Europe Bureau. From 1988 to 1992, he was Assistant Deputy Minister, Personnel
Branch. Mr. Walker is married to Janet Burns-Walker, and he has two children. He
succeeds Stanley Gooch.
