The meeting, which is being co-hosted by Canada and the Philippines, will focus on steps required to implement a United Nations Programme of Action both nationally and regionally, and on raising awareness of the impact of small arms and light weapons on Southeast Asia.

In Manila, Mr. Kilgour is scheduled to meet with Vice President and Secretary of Foreign Affairs Teofisto Guingona Jr., the Secretary of Transport and Communications, and the Secretary of the Interior and Local Government, as well as local business and NGO representatives. Discussions will focus on trade, security-related issues--including efforts to combat terrorism--and human rights and good governance. The Secretary of State will also visit a Canadian-funded livelihood and development project in Manila's Payatas community.

In Fiji, Mr. Kilgour will meet with Foreign Minister Kaliopate Tavola and other senior government officials. He also intends to meet with representatives of the Pacific Islands Forum. Discussions will focus on regional issues, including trade and development, as well as good governance. In addition, Mr. Kilgour has appointments with academics and members of local NGOs, and will visit a number of Canada Fund projects in the area.

Each year, Canada participates in the Post-Pacific Islands Forum Dialogue, to be held this August 19 and 20 in Suva, Fiji. This brings together 16 Pacific island states and 11 dialogue nations to foster positive relations with and among Pacific states, and to resolve regional challenges.

- 30 -

The schedule of Mr. Kilgour's media events is attached.

For further information, media representatives may contact:

Jacqueline O'Neill

Office of the Secretary of State (Asia-Pacific)

(613) 944-2162

Media Relations Office

Department of Foreign Affairs and International Trade

(613) 995-1874

http://www.dfait-maeci.gc.ca

SCHEDULE OF MR.
