NOTICE OF DECISION

to Continue as a Comprehensive Study

Upgrading of the Elora Well System

Elora (ON)

OTTAWA - August 30, 2006 - The Honourable Rona Ambrose, Minister of the Environment and Minister responsible for the Canadian Environmental Assessment Agency, has determined that a comprehensive study is the most appropriate type of environmental assessment for the proposed upgrading of the Elora Well System Project, in the Township of Centre Wellington, Ontario.

The Minister based her decision on the report and recommendation submitted by the responsible authority, Industry Canada. The report contains information on the scope of the project, the factors to be considered in the environmental assessment, public comments submitted to Industry Canada, the potential of the project to cause adverse environmental effects and the ability of the comprehensive study to address issues relating to the project. Industry Canada will now continue the comprehensive study and submit its report to the Minister of the Environment. At that time, the public will have an opportunity to comment on the findings and recommendations of the report before the Minister renders her final decision.

The Township of Centre Wellington is proposing to upgrade the Elora Well System. The purpose of the project is to address the need for additional supply capacity within the community for a 10-year planning period and bring the water supply system into compliance with the Ontario Drinking Water Systems Regulation. The project is proposed under the Canada-Ontario Infrastructure Program.
