NOTICE OF COMMENCEMENT

of an environmental assessment

KEMESS NORTH GOLD-COPPER MINE

Duncan Lake (BC)

June 2, 2004 -- Fisheries and Oceans Canada will conduct a comprehensive study commencing on June 1, 2004 of the project: KEMESS NORTH GOLD-COPPER MINE.

CONSTRUCTION, OPERATION AND DECOMMISSIONING OF AN OPEN-PIT GOLD-COPPER MINE The scope of project will be added when available.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Fisheries and Oceans Canada may issue a permit or license under subsection 35(2) of the Fisheries Act.

This project is also being assessed by the Government of British Columbia.

The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
