Do I have to Consult with the Public?

Benefits of Public Participation

Ensuring opportunity for public participation in environmental assessments is one of the purposes of the Act. Timely and meaningful public participation gives interested parties the opportunity to put forward their knowledge and views on your project. This in turn may help improve the design of the project. Public involvement can also help build trust and acceptance of the project and the environmental assessment process.

Your Project and the Public

You should take measures to understand and address the range of public concerns that may arise for your project. It is important to remember that the public is not a single entity but is comprised of varied interests (e.g., local residents, environmental groups, business owners). An effective public participation program should provide a variety of opportunities for consulting with interested parties.

As a proponent, you may undertake public consultation for your proposed project; however, you must keep in mind that the responsible authority(ies) may have specific requirements under the Act that should be considered when planning your public participation program.

Requirements for Public Participation

Screenings
A screening may provide opportunities for public participation. The decision whether to do so will be made by the responsible authority.

Comprehensive Studies, Mediations and Assessments by Review Panels
The comprehensive study, mediation and assessment by a review panel processes all require opportunities for public participation.

The Canadian Environmental Assessment Registry (the Registry)
The Registry is an important tool for the public to obtain information on project assessments. The Registry Internet site is administered by the Agency and provides information on all federal environmental assessments required under the Act since October 30, 2003.

The Agency administers the Registry with data inputs from responsible authorities. The proponent must provide the responsible authority with the required project information in a timely manner so that it can be placed on the Registry.
