What are the Key Steps in a Federal Environmental Assessment?

If your project is subject to the Act, what are the next steps? In some cases, the responsible authority will prepare the environmental assessment. In other cases, you, as the project proponent (a person or organization that proposes to undertake a project as defined under the Act), may be asked by the responsible authority to undertake and submit an environmental assessment to them. The following provides guidance on what to do next.

Steps in Completing an Environmental Assessment Who is responsible?
Confirm applicability of the Act by contacting the Agency or the potential responsible authority(ies)

Prepare and submit a project description to the Agency or the most likely responsible authority(ies)

  • Proponent

Identify the responsible authority(ies) and expert departments for the environmental assessment in accordance with Federal Coordination Regulations

  • Federal government

Identify the type of environmental assessment - screening, class screening, comprehensive study, assessment by a review panel, or mediation

  • Federal government
Determine the project information to be inserted into the Canadian Environmental Assessment Registry (the Registry)
  • Federal government
Identify the scope of the environmental assessment

  • If a proponent is preparing the environmental assessment documentation, it must conform to the scope of the environmental assessment, as prescribed by the federal government
Complete the environmental assessment considering environmental factors listed in the Act

  • Proponent's environmental assessment documentation must include the environmental factors

Further assessment by a review panel or mediation (if required)

  • Proponent provides information as requested, and participates in the assessment by the review panel or mediation
