Crushed Granite Rock Quarry

Transport Canada, the Atlantic Canada Opportunities Agency and Fisheries and Oceans Canada will conduct a comprehensive study commencing on June 7, 2006 of the project:
Crushed Granite Rock Quarry.
Continental Stone Limited proposes to develop a rock quarry near the community of Belleoram on the south coast of Newfoundland and Labrador. The rock will be quarried and crushed on site using standard industry methodologies, loaded onto marine vessels, and shipped to international markets. The proposed development will include: removal of overburden; construction of an access road, marine terminal, and buildings; equipment setup; and drilling, blasting, and crushing operations.
TC's responsibilities under the Act arise from the Section 5(1)(a) approval under the Navigable Waters Protection Act (NWPA) to allow for interference to navigation associated with the construction, operation, modification, decommissioning, and/or abandonment of the marine terminal.
DFO's responsibilities under the Act arise from the requirement for a Fisheries Act Section 35(2) authorization for the harmful alteration, disruption, or destruction of fish habitat associated with the construction, operation, modification, decommissioning, and/or abandonment of the marine terminal.
ACOA's responsibilities under the Act arise because they may potentially provide financial assistance to the proponent for the purpose of enabling construction, operation, modification, decommissioning, and/or abandonment of the proposed 900-hectare quarry and marine terminal.
Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Transport Canada may issue an approval under paragraph 5(1)(a) of the Navigable Waters Protection Act; the Atlantic Canada Opportunities Agency may provide financial assistance to the proponent for the purpose of enabling the project and Fisheries and Oceans Canada may issue a permit or license under subsection 35(2) of the Fisheries Act.
This project is also being assessed by the Government of Newfoundland and Labrador.
The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
